egion, the area received above normal rains (NEMA 2008). These floods hit again in<br />

August 2008 before the areas could recover; and the areas most affected were those<br />

near Lake Bisina. The causes <strong>of</strong> floods were above normal rains but the situation was<br />

worsened by loss <strong>of</strong> vegetation cover in the water catchment areas <strong>of</strong> Kapchorwa and<br />

Sironko. This led to increased run-<strong>of</strong>f to the low lands <strong>of</strong> Ngenge plains into the Teso<br />

region. Water logging has lead to new activities such as rice growing which used not<br />

to be the case in the early 1960s. In addition, overgrazing in the Teso wetlands has<br />

interfered with the wetlands not to perform their function as water reservoirs.<br />
