Appropriation Amount: $392,107.80
SUMMARY: The Plank Road Realignment and Burlington Road Intersection Improvement will realign Plank Road with the intersection of
Burlington Road while addressing drainage and other infrastructure elements. The improvement will involve the demolition
and reconstruction of portions of Burlington and Plank Roads with construction of a new east leg of Plank Road to create the
new intersection alignment.
Staff completed the consultant selection process using current QBS Procedures. The QBS Process entails notification of
thel22 consulting firms within KDOTQBS Database by email of the County's need for professional services. 25 consulting
firms responded and submitted a Statement of Interest. Three pre-qualified consulting firms were short-listed and
requested to submit a proposal. Staff conducted face to face interviews, which along with the proposal, were used to
develop an overall score for each firm. The overall score of each firm is as follows: URS -90, exp US Serv -83, H W Lochner -
75.
URS Corporation was selected and a contract was negotiated to provide Phase III Engineering Services for a not to exceed
amount of $392,107.80.
