Grammar and S pelling Corrections<br />
Minor grammar and spelling corrections were made throughout the policies.<br />
1.h) De partmental Personnel Levels<br />
The required approval for an increase in personnel is clarified as follows: "Any increase<br />
in personnel levels within a <strong>County</strong> Department must be approved by the standing<br />
committee to which the department head reports, the Finance/Budget Committee and<br />
the <strong>County</strong> Board." Language referencing the annual budget process and a mid-year<br />
request was removed since the approval required is the same for both.<br />
1.m) Budgetary Transfers<br />
Replace the restriction from transferring budget from personnel to/from non-personnel<br />
and the restriction from transferring budget from capital to/from operating with language<br />
allowing such transfers if approved by the <strong>County</strong> Board. This change is being made to<br />
acknowledge the fact that such transfers have actually been approved by the board on<br />
a case-by-case basis.<br />
2.b) Phasin g out the use of the Enterprise Surcharge Fund for environmental and<br />
environmental prosecution expenditures<br />
Revised language referring to the closing of Settler's Hill Landfill to refer to it in the past<br />
tense rather than in the future tense: "The Settler's Hill Landfill was closed in 2006 and<br />
the <strong>County</strong> is no longer receiving related landfill revenues in the Enterprise Surcharge<br />
Fund."<br />
3.e) "Sensitive Assets less than $10,000"<br />
Remove the list of sensitive assets. Replace language referring to "sensitive assets"<br />
with more general language referring to furniture and equipment; clarify that the<br />
Information Technology Department is responsible for maintaining the inventory of<br />
computer equipment, and that each Department head is responsible for maintaining an<br />
inventory of all other furniture and equipment within their custody having a cost basis<br />
greater than $500 and less than $10,000: "It shall be the Information Technology<br />
Department's responsibility to maintain an inventory of all computer equipment within<br />
their custody, including that which was provided to other departments. It shall be each<br />
department head's responsibility to maintain an inventory of all furniture and equipment<br />
within their custody having a cost basis greater than $500 and less than $10,000, other<br />
than computer equipment included in the Information Technology Department's<br />
inventory."
