Purpose:<br />
• Upon “written complaint that any property is overassessed or underassessed” to “review the<br />
assessment, and correct it, as appears to be just.”<br />
• Review assessments on its own motion<br />
• Review assessment corrections<br />
• Equalize assessments between townships<br />
• Make a final determination regarding homestead exemptions<br />
• Make recommendations to the Illinois Department of Revenue regarding non-homestead<br />
exemptions<br />
• Represent the interest of <strong>Kane</strong> <strong>County</strong> before the Illinois Property Tax Appeal Board.<br />
Summary:<br />
• 3 full members, appointed by <strong>County</strong> Board Chairman with approval of <strong>County</strong> Board.<br />
• 2-year terms, staggered; terms begin on June 1 of even or odd numbered years (serves<br />
until successor is appointed).<br />
• Chairman selected by Board of Review itself (current Chairman, Kevin J. Schulenburg).<br />
• Statutory requirements include experience, state examination, and political affiliation<br />
(breakdown based on most recent countywide election; current breakdown is two<br />
Republicans and one Democrat).<br />
• Additional members can be appointed annually upon <strong>County</strong> Board declaration of an<br />
assessment emergency; additional members do not require county board approval and<br />
are not subject to political affiliation requirement.<br />
• Governing State Statute: 35 <strong>IL</strong>CS 200/6-5, et seq.; 35 <strong>IL</strong>CS 200/16-20, et seq.<br />
Recommended Reappointments:<br />
• Kevin J. Schulenburg (R-Geneva); current term expired 6-1-11; reappointment to term<br />
expiring 6-1-15.<br />
• Timothy J. Sullivan (R-Batavia); current term expired 6-1-12; reappointment to term<br />
expiring 6-1-14.<br />
• Michael E. Madziarek (D-Elgin); current term expires 6-1-13; reappointment to term<br />
expiring 6-1-15.<br />
Recommended New Appointments:<br />
• None at this time; resolution authorizing appointment of additional members will be<br />
sent to Public Service Committee in June.
