Mr. NiTTLE. Would you state your full name and residence <strong>for</strong> <strong>the</strong><br />

Mr. NiTTLE. Would you relate <strong>the</strong> extent of your <strong>for</strong>mal education?<br />

Mr. Darr. Under <strong>the</strong> proper circumstances I would be happy to<br />

answer questions about myself and my work <strong>for</strong> <strong>peace</strong>, but I will not<br />

answer <strong>the</strong>m<br />

Mr. Doyle. Just a m<strong>in</strong>ute. You are violat<strong>in</strong>g <strong>the</strong> rule of <strong>the</strong><br />

Chair and you are out of order.<br />

Mr. Darr. I am sorry, sir. I thought you said I could try and<br />

state my grounds, as best I could.<br />

Mr. Doyle. But not to read your statement.<br />

Mr. Darr. I am not read<strong>in</strong>g my statement. I am try<strong>in</strong>g to put it<br />

all down <strong>in</strong> one sentence.<br />

Mr. Doyle. Make <strong>the</strong> sentence very short.<br />

Mr. NiTTLE. May I suggest, Mr. Chairman, that we first identify<br />

Mr. Darr's counsel <strong>for</strong> <strong>the</strong> record. Mr. Darr, you are represented by<br />

counsel, are you not?<br />

Mr. Darr. Yes.<br />

Mr. NiTTLE. Would counsel identify himself <strong>for</strong> <strong>the</strong> record, please?<br />

Mr. Speiser. I am Lawrence Speiser. I am an attorney. My<br />

oflSces are at <strong>the</strong> American Civil Liberties Union, 1101 Vermont<br />

Avenue, NW., Wash<strong>in</strong>gton, D.C.<br />

Mr. NiTTLE. Mr. Speiser, are you appear<strong>in</strong>g here on behalf of <strong>the</strong><br />

American Civil Liberties Union, or are you appear<strong>in</strong>g as <strong>the</strong> personal<br />

attorney of Mr. Darr?<br />

Mr. Speiser. Mr. Darr requested <strong>the</strong> American Ci^'il Liberties<br />

Union to provide counsel <strong>for</strong> him. We <strong>in</strong> <strong>the</strong> past have had counsel<br />

appear <strong>for</strong> witnesses, represent<strong>in</strong>g <strong>the</strong>m as <strong>the</strong>ir attorneys, where we<br />

feel <strong>the</strong>re is a civil liberties and constitutional right <strong>in</strong>volved. I am<br />

appear<strong>in</strong>g here as Mr. Darr's attorney and I am represent<strong>in</strong>g him.<br />

Mr. Darr. May I complete that statement, Mr. Congressman?<br />

Mr. NiTTLE. Would you state <strong>the</strong> constitutional provisions upon<br />

which you rely? An explanation will not be necessary.<br />

Mr. Darr. I am sorry, I will not answer that question or any o<strong>the</strong>r<br />

question on <strong>the</strong> grounds, <strong>the</strong> one-sentence grounds, that I would like<br />

to read, sir. May I read <strong>the</strong>m?<br />

Mr. NiTTLE. But do you rely on any of <strong>the</strong> constitutional provisions<br />

<strong>in</strong> your refusal to respond to <strong>the</strong> question posed to you?<br />

Mr. Darr. I rely first and <strong>for</strong>emost on my conscience.<br />

Mr. NiTTLE. I asked you whe<strong>the</strong>r you relied on any constitutional<br />

provision now. It is a ver}^ simple question, Mr. Darr.<br />

Mr. Darr. I th<strong>in</strong>k <strong>the</strong> rights of <strong>the</strong> Constitution are alwa3^s available<br />

to me, sir.<br />

Mr. NiTTLE. Do you rely upon any particular provision of <strong>the</strong><br />

Constitution and, if so, will you state that provision, please?<br />

Mr. Darr. Mr. Speiser?<br />
