COMMUNIST ACTIVITIES IN THE PEACE MOVEMENT 2067<br />

As I stated <strong>in</strong> <strong>the</strong> open<strong>in</strong>g of <strong>the</strong>se remarks, <strong>the</strong> cry <strong>for</strong> <strong>peace</strong> is<br />

universal. Tiiere is no reason to doubt <strong>the</strong> s<strong>in</strong>cerity of many people<br />

who are today agitat<strong>in</strong>g and call<strong>in</strong>g <strong>for</strong> <strong>peace</strong>, even though we may<br />

have reason to doubt <strong>the</strong> wisdom of some of <strong>the</strong> actions and statements<br />

made by <strong>the</strong>se people.<br />

The subject and legislative purpose of <strong>the</strong>se hear<strong>in</strong>gs today are set<br />

<strong>for</strong>th <strong>in</strong> a resolution adopted by <strong>the</strong> committee on August 2, 1962.<br />

That resolution reads as follows :<br />

BE IT RESOLVED, that hear<strong>in</strong>gs by <strong>the</strong> Committee on Un-American Activities,<br />

or a subcommittee <strong>the</strong>reof, be held <strong>in</strong> Wash<strong>in</strong>gton, D.C., or at such o<strong>the</strong>r<br />

place or places as <strong>the</strong> Chairman may determ<strong>in</strong>e, on such date or dates as <strong>the</strong><br />

Chairman may designate, relat<strong>in</strong>g to <strong>Communist</strong> conspiratorial techniques and<br />

propaganda used <strong>in</strong> implement<strong>in</strong>g Soviet and United States <strong>Communist</strong> Party<br />

directives with<strong>in</strong> <strong>the</strong> United States, with special reference to <strong>the</strong> so-called united<br />

front tactics of <strong>the</strong> <strong>Communist</strong> Party, and <strong>the</strong> <strong>Communist</strong> Party tactics of <strong>in</strong>filtration<br />

of non-<strong>Communist</strong> organizations, <strong>the</strong> legislative purpose be<strong>in</strong>g to determ<strong>in</strong>e<br />

<strong>the</strong> need <strong>for</strong> amendment of <strong>the</strong> Internal Security Act of 1950, so as to make<br />

its provisions applicable to persons engaged <strong>in</strong> such <strong>activities</strong>, and <strong>for</strong> <strong>the</strong> additional<br />

legislative purpose of obta<strong>in</strong><strong>in</strong>g <strong>in</strong><strong>for</strong>mation designed to aid <strong>the</strong> Committee<br />

and Congress <strong>in</strong> determ<strong>in</strong><strong>in</strong>g whe<strong>the</strong>r <strong>the</strong> Internal Security Act of 1950 should be<br />

amended <strong>in</strong> a manner to make unlawful membership <strong>in</strong> <strong>the</strong> <strong>Communist</strong> Party of<br />

<strong>the</strong> United States, as proposed <strong>in</strong> H.R. 9944, referred to this Committee on <strong>the</strong><br />

30th day of January 1962.<br />

BE IT FURTHER RESOLVED, that any subcommittee appo<strong>in</strong>ted pursuant<br />

to this resolution be authorized to hear any o<strong>the</strong>r matter with<strong>in</strong> <strong>the</strong> jurisdiction<br />

of <strong>the</strong> Committee.<br />

The order <strong>for</strong> appo<strong>in</strong>tment of this subcommittee, <strong>for</strong> <strong>the</strong> record,<br />

reads as follows:<br />

Pursuant to <strong>the</strong> provisions of <strong>the</strong> law and <strong>the</strong> rules of this Committee, I hereby<br />

appo<strong>in</strong>t a subcommittee of <strong>the</strong> Committee on Un-American Activities, consist<strong>in</strong>g<br />

of Honorable Clyde Doyle as Chairman, and Honorable William M. Tuck and<br />

Honorable Donald C. Bruce as associate members, to conduct a hear<strong>in</strong>g <strong>in</strong><br />

Wash<strong>in</strong>gton, D.C., Tuesday, December 11, 1962, at 10:00 a.m., on subjects under<br />

<strong>in</strong>vestigation by <strong>the</strong> Committee and take such testimony on said day or succeed<strong>in</strong>g<br />

days, as it may deem necessary.<br />

Please make this action a matter of Committee record.<br />

If any Member <strong>in</strong>dicates his <strong>in</strong>ability to serve, please notify me.<br />

May I suggest and state this <strong>in</strong> addition to my previous words. On<br />

account of <strong>the</strong> crowded room and <strong>the</strong> fullness of <strong>the</strong> program, <strong>the</strong>re<br />

is necessity <strong>for</strong> quiet and order without mterruption. The committee<br />

noticed applause at one po<strong>in</strong>t <strong>in</strong> <strong>the</strong> statement which I read. WhUe<br />

it was very pleasant to hear that applause, of course we must ask that<br />

<strong>the</strong>re be no applause <strong>for</strong>, or demonstration aga<strong>in</strong>st, anyth<strong>in</strong>g that is<br />

said <strong>in</strong> this room today. If <strong>the</strong>re is any such disturbance, 1 will ask<br />

<strong>the</strong> marshals to remove that person or those persons from <strong>the</strong> hear<strong>in</strong>g<br />

room <strong>in</strong>stantl}^ In o<strong>the</strong>r words, I wUl not have time <strong>for</strong>, nor take<br />

time to give, any more warn<strong>in</strong>gs. This is it. The committee is too<br />

busy to waste time warn<strong>in</strong>g people to behave <strong>the</strong>mselves <strong>in</strong> a public<br />

hearmg. So, take notice, please. I know we will have your utmost<br />

cooperation. Thank you very much.<br />
