It should be emphasized that representatives of local<br />

groups to County and C.C.C. meet<strong>in</strong>gs must responsibly report<br />

back to <strong>the</strong>ir orig<strong>in</strong>at<strong>in</strong>g group.<br />

Local groups are not compelled to work on any action<br />

decided upon by <strong>the</strong> C.C.C, but any action turned down by<br />

<strong>the</strong> C.C.C. may be locally undertaken In <strong>the</strong> name of <strong>the</strong> local<br />

group of <strong>the</strong> WSP, provided such action does not conflict with<br />

<strong>the</strong> stated policy of <strong>the</strong> WSP.<br />

The New York office will be a servic<strong>in</strong>g and coord<strong>in</strong>at<strong>in</strong>g<br />

center <strong>in</strong> charge of lists, mail<strong>in</strong>gs, etc. Only central <strong>activities</strong><br />

should be handled through <strong>the</strong> office and not those perta<strong>in</strong><strong>in</strong>g<br />

to only one segment of <strong>the</strong> <strong>movement</strong>. It should be<br />

staffed by one paid worker to keep <strong>the</strong> clerical details flow<strong>in</strong>g<br />

smoothly and one member of <strong>the</strong> office committee plus <strong>the</strong><br />

office coord<strong>in</strong>ator. The local groups must take <strong>the</strong> responsibility<br />

to f<strong>in</strong>ance <strong>the</strong> office.<br />

Work committees shall be open to all who wish to serve<br />

on <strong>the</strong>m. Members of <strong>the</strong>se committees shall be restricted to<br />

six vot<strong>in</strong>g members who shall be commltteed to serv<strong>in</strong>g <strong>for</strong> 4<br />

months. One new member Is to be admitted every two months<br />

and one retired. Retirement means only loss of vote <strong>in</strong> <strong>the</strong><br />

work committee aJid <strong>in</strong>eligibility to serve as a work committee<br />

representative on <strong>the</strong> C.C.C. Cont<strong>in</strong>ued work participation,<br />

however, is welcome. Each committee shall elect its own<br />

chairman.<br />

These committees should be consulted In an emergency<br />

<strong>in</strong> <strong>the</strong> area of <strong>the</strong>ir competence. No committee member shall<br />

take action or make statements which might be construed as<br />

mak<strong>in</strong>g policy.<br />

Work committees are designated accord<strong>in</strong>g to <strong>the</strong>ir function<br />

and new committees may be set up by <strong>the</strong> C.C.C. when<br />

deemed necessary. The follow<strong>in</strong>g committees have already<br />

been established: Action, Press & Public Relations, Literature<br />

& Education, Graphic & Visual, National Liaison, Radiation,<br />

F<strong>in</strong>ance, International, Legislative, and Office.<br />

The General Assembly of <strong>the</strong> WSP shall be <strong>the</strong> highest<br />

body of <strong>the</strong> structure and will make major policy decisions.<br />

This group shall consist of one representative from each<br />

local group and will meet at least 4 times per year. There,<br />

every local may have a place on <strong>the</strong> agenda to <strong>in</strong>troduce new<br />

ideas, present concerns, def<strong>in</strong>e future policy, etc. The<br />

dates <strong>for</strong> this group's meet<strong>in</strong>gs will be determ<strong>in</strong>ed by <strong>the</strong><br />

C.C.C.
