COMMUNIST ACTIVITIES IN THE PEACE MOVEMENT 2071<br />

Mr. NiTTLE. I believe Mishukov was recalled and left <strong>the</strong> United<br />

States on or about July 5, 1962. Did he make any arrangements<br />

<strong>for</strong> you to meet a replacement of his?<br />

Mr. Fl<strong>in</strong>k. Yes. Dur<strong>in</strong>g <strong>the</strong> end of June, <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g of July,<br />

Mishukov and I had already consummated our deal with respect to<br />

<strong>the</strong> Foreign M<strong>in</strong>istry f<strong>in</strong>anc<strong>in</strong>g my campaign <strong>for</strong> election to <strong>the</strong> New<br />

York State Assembly. Mishukov had given me $1,000 of <strong>the</strong> proposed<br />

<strong>in</strong>itial $3,000.<br />

At our second meet<strong>in</strong>g, at which Mishukov was to give me <strong>the</strong><br />

second payment, he <strong>in</strong><strong>for</strong>med me that he was go<strong>in</strong>g back to Kussia<br />

and that dur<strong>in</strong>g <strong>the</strong> time that he would be away—and he hoped at<br />

that time that he would be able to come back—my relationship and<br />

transactions, as <strong>the</strong>y were, were to be cont<strong>in</strong>ued by Yuri Zaitsev.<br />

About an hour after <strong>the</strong> conversation, he told me that Zaitsev was<br />

com<strong>in</strong>g to this meet<strong>in</strong>g, and Zaitsev subsequently showed up and we<br />

were <strong>in</strong>troduced.<br />

It was at that po<strong>in</strong>t that Zaitsev cont<strong>in</strong>ued Mishukov's relationship.<br />

Mr. NiTTLE. You were a candidate to represent <strong>the</strong> 12th District<br />

<strong>in</strong> <strong>the</strong> New York Assembly <strong>in</strong> 1962, is that correct?<br />

Mr. Fl<strong>in</strong>k. That is correct.<br />

Mr, NiTTLE. How did Mishukov react to your candidacy <strong>for</strong> office?<br />

Mr. Fl<strong>in</strong>k. Mishukov was pleased that I was go<strong>in</strong>g to get <strong>the</strong><br />

nom<strong>in</strong>ation. Thi-oughout our entire relationship he had tried to<br />

<strong>in</strong>fluence me <strong>in</strong> discussions to seek some sort of Government employment.<br />

When I first met Mishukov, or <strong>in</strong> one of our <strong>in</strong>itial conversations,<br />

I purposely mentioned <strong>the</strong> fact that I was at one time a student<br />

assistant United States attorney <strong>in</strong> <strong>the</strong> Sou<strong>the</strong>rn District of New<br />

York. It was <strong>in</strong> subsequent conversations brought out that I was<br />

th<strong>in</strong>k<strong>in</strong>g of go<strong>in</strong>g back to woiii <strong>for</strong> <strong>the</strong> Government. Mishukov<br />

picked it up from <strong>the</strong>re and cont<strong>in</strong>ued to br<strong>in</strong>g up <strong>the</strong> subject of<br />

my <strong>in</strong>terest <strong>in</strong> Government work.<br />

So 3 years later, as it turned out, when I received <strong>the</strong> nom<strong>in</strong>ation<br />

<strong>for</strong> Assembly, Mishukov was extremely happy about it.<br />

Mr. NiTTLE. Did he <strong>in</strong>dicate to you what policies he expected<br />

you to advocate or to follow <strong>in</strong> public office <strong>in</strong> exchange <strong>for</strong> his offer<br />

to f<strong>in</strong>ance your campaign?<br />

Mr. Fl<strong>in</strong>k. Prior to <strong>the</strong> consummation of <strong>the</strong> $3,000 deal, we had<br />

a discussion as to what policies I could advocate and how <strong>the</strong>y would<br />

be advocated. This discussion centered around <strong>the</strong> fact that Mishukov<br />

wanted me to mouth l<strong>in</strong>es which he or somebody else would tell me.<br />

I had to object very strongly to this suggestion because I told him<br />

that it might be out of place; that <strong>the</strong> plat<strong>for</strong>ms from which I might be<br />

able to speak would primarily be civic associations, <strong>the</strong> floor of <strong>the</strong><br />

legislature if I was elected, or sunilar ga<strong>the</strong>r<strong>in</strong>gs; and that I could not,<br />

at his direction, merely spout whatever l<strong>in</strong>e I was told to ; that, <strong>the</strong>re<strong>for</strong>e,<br />

whatever had to be said I would have to say just at my discretion,<br />

which he agreed to.<br />

He was recalled shortly <strong>the</strong>reafter.<br />

However, dur<strong>in</strong>g <strong>the</strong> campaign I was told that if I got <strong>the</strong> opportunity,<br />

I should try and discuss such issues as <strong>in</strong>creased trade with
