TESTIMONY OF RICHARD A. FUNK<br />

Mr. NiTTLE. Would you state your full name and residence <strong>for</strong> <strong>the</strong><br />

record, please?<br />

Mr. Fl<strong>in</strong>k. Richard A. Fl<strong>in</strong>k, 155-24 84th Street, Howard Beach<br />

14, N.Y.<br />

Mr. NiTTLE. Would you state <strong>the</strong> date and place of your birth?<br />

Mr. Fl<strong>in</strong>k. March 1, 1935, <strong>in</strong> New York City.<br />

Mr. NiTTLE. Would you relate <strong>the</strong> extent of your <strong>for</strong>mal education<br />

and tra<strong>in</strong><strong>in</strong>g?<br />

Mr. Fl<strong>in</strong>k. I graduated from Stuyvesant High School <strong>in</strong> New York<br />

City <strong>in</strong> 1951, from Brandeis University <strong>in</strong> 1955. I took postgraduate<br />

work dur<strong>in</strong>g 1955-56, graduated from New York University Law<br />

School <strong>in</strong> 1959, received my master of laws degree from New York<br />

University Law School <strong>in</strong> 1962.<br />

Mr. NiTTLE. What is your present occupation, Mr. Fl<strong>in</strong>k?<br />

Mr. Fl<strong>in</strong>k. I am an attorney, a member of <strong>the</strong> New York bar.<br />

Mr. NiTTLE. Last September, <strong>the</strong> Attorney General issued an<br />

announcement concern<strong>in</strong>g <strong>the</strong> attempted enlistment by two Soviet<br />

employees of <strong>the</strong> United Nations of one Richard A. Fl<strong>in</strong>k <strong>in</strong> a Soviet<br />

<strong>in</strong>telligence or espionage apparatus. This was widely rejjorted <strong>in</strong> <strong>the</strong><br />

press.<br />

You are <strong>the</strong> Richard A. Fl<strong>in</strong>k to whom <strong>the</strong> Attorney General<br />

referred, are you not?<br />

Mr. Fl<strong>in</strong>k. Yes, sir.<br />

Mr. NiTTLE. When you were first contacted by a Soviet agent <strong>in</strong><br />

1959, accord<strong>in</strong>g to reports, did you not, as a loyal and patriotic citizen,<br />

report <strong>the</strong> <strong>in</strong>cident to <strong>the</strong> Federal Bureau of Investigation and <strong>the</strong>reafter<br />

cooperate fully with your Government <strong>in</strong> this experience?<br />

Mr. Fl<strong>in</strong>k. Yes, sir.<br />

Mr. NiTTLE. Mr. Fl<strong>in</strong>k, <strong>the</strong> committee reahzes from prior contact<br />

with you that you possess considerable <strong>in</strong><strong>for</strong>mation of <strong>in</strong>terest to it<br />

and <strong>the</strong> American people concern<strong>in</strong>g Soviet espionage tactics. That<br />

account, however, is not directly related to this <strong>in</strong>quiry, and we will<br />

not pursue <strong>the</strong> matter <strong>in</strong> any detail now.<br />

But you did learn from Soviet agents Mishukov and Zaitsev o<strong>the</strong>r<br />

th<strong>in</strong>gs that are pert<strong>in</strong>ent to this hear<strong>in</strong>g, and it is about <strong>the</strong>se matters<br />

that we would like to receive your testimony.<br />

Will you tell us when you were first approached by Soviet agent<br />

Yuri A. Mishukov?<br />

Mr. Fl<strong>in</strong>k. I was first approached dur<strong>in</strong>g <strong>the</strong> summer of 1959, subsequent<br />

to a meet<strong>in</strong>g with two o<strong>the</strong>r Soviets, which was a casual meet<strong>in</strong>g<br />

result<strong>in</strong>g <strong>in</strong> an <strong>in</strong>vitation to visit <strong>the</strong> Soviet Trade Fair which was<br />

tak<strong>in</strong>g place <strong>in</strong> New York City at that time, and subsequently met with<br />

Mishukov at a cocktail party <strong>in</strong> New York City.<br />

Mr. NiTTLE. Did Mishukov cont<strong>in</strong>ue his contacts vnth you, after<br />

that first meet<strong>in</strong>g at a cocktail party <strong>in</strong> New York City?<br />

Mr. Fl<strong>in</strong>k. Yes, sir. About a month and a half or 2 months later,<br />

I was contacted by phone by Mishukov, who asked me if I would<br />

care to have lunch with him.
