4.2.1. Delivery of tra<strong>in</strong><strong>in</strong>g programmes for law enforcement officials<br />
With <strong>the</strong> adoption of new legislation, <strong>the</strong>re has been a concerted effort to<br />
re<strong>in</strong>force <strong>the</strong> capacity of <strong>the</strong> authorities to act effectively <strong>in</strong> enforc<strong>in</strong>g it. To<br />
this end, governments have developed a series of tra<strong>in</strong><strong>in</strong>g programmes for<br />
<strong>the</strong>ir staff. In <strong>the</strong> UAE, <strong>the</strong> NCCHT organized workshops <strong>and</strong> tra<strong>in</strong><strong>in</strong>g<br />
courses for officials work<strong>in</strong>g <strong>in</strong> immigration, police <strong>and</strong> public prosecution,<br />
<strong>and</strong> for those manag<strong>in</strong>g shelters for victims. 74 The M<strong>in</strong>istry of Labour also<br />
created a specialized human traffick<strong>in</strong>g unit <strong>in</strong> 2008, with four <strong>in</strong>spectors <strong>in</strong><br />
Dubai <strong>and</strong> six <strong>in</strong> Abu Dhabi. 75<br />
In Jordan, <strong>the</strong> ILO organized tra<strong>in</strong><strong>in</strong>g for labour <strong>in</strong>spectors, police officers<br />
<strong>and</strong> prosecutors on how to identify <strong>and</strong> respond to cases of forced labour <strong>and</strong><br />
traffick<strong>in</strong>g <strong>in</strong> February 2013. The IOM, <strong>in</strong> partnership with <strong>the</strong> Government, also<br />
delivered tra<strong>in</strong><strong>in</strong>g programmes on identify<strong>in</strong>g victims of human traffick<strong>in</strong>g. In<br />
2011 <strong>the</strong> American Bar Association (ABA) convened several awareness workshops<br />
to build jurisprudence for judges <strong>and</strong> public prosecutors <strong>in</strong> all <strong>the</strong> governorates of<br />
Jordan; 76 it also organized, <strong>in</strong> partnership with <strong>the</strong> Sisterhood Global Institute,<br />
an awareness workshop for lawyers, civil society organizations, <strong>and</strong> Public<br />
Security Directorate personal <strong>and</strong> media representatives. In 2012 <strong>the</strong> ABA<br />
also set up awareness sessions for junior women judges. 77<br />
In Lebanon, several NGOs, <strong>in</strong>clud<strong>in</strong>g Heartl<strong>and</strong> Alliance, Caritas, World<br />
Vision <strong>and</strong> <strong>the</strong> International Centre for Migration Policy Development<br />
(ICMPD), carried out issue-specific tra<strong>in</strong><strong>in</strong>g for immigration <strong>and</strong> police<br />
officers. 78 In September 2011 Caritas also launched jo<strong>in</strong>tly with <strong>the</strong> GDGS<br />
a project at Beirut International Airport to improve <strong>the</strong> reception of women<br />
migrant domestic workers on arrival <strong>and</strong> prevent <strong>the</strong>m from fall<strong>in</strong>g <strong>in</strong>to<br />
traffick<strong>in</strong>g dur<strong>in</strong>g <strong>the</strong>ir stay <strong>in</strong> Lebanon by provid<strong>in</strong>g <strong>the</strong>m with <strong>in</strong>formation<br />
about <strong>the</strong>ir rights <strong>and</strong> responsibilities. 79 Caritas also tra<strong>in</strong>ed <strong>the</strong> GDGS’s<br />

Effort (TELAE) from Oct. 2010 to Mar. 2013. One of <strong>the</strong> objectives of this<br />
