to provide sexual services. Most of <strong>the</strong> accused are Asians, <strong>in</strong> fact, who<br />

enable prostitution <strong>and</strong> sell pornographic materials.” 93 A Nepalese migrant<br />

community leader <strong>in</strong> Kuwait confirmed <strong>the</strong> existence of such <strong>in</strong>formal<br />

networks, say<strong>in</strong>g: “We know of three to four women who were caught up<br />

<strong>in</strong> a prostitution r<strong>in</strong>g run by <strong>the</strong> Bangladeshis.” 94 The Sri Lankan Embassy<br />

<strong>in</strong> Kuwait also mentioned several cases of forced prostitution <strong>in</strong>volv<strong>in</strong>g Sri<br />

Lankan perpetrators. 95 It is also alleged that women already <strong>in</strong>volved <strong>in</strong> <strong>the</strong><br />

sex <strong>in</strong>dustry play <strong>the</strong> role of <strong>in</strong>termediary, pretend<strong>in</strong>g to offer shelter <strong>and</strong><br />

assistance when <strong>in</strong> fact <strong>the</strong>y br<strong>in</strong>g women to bro<strong>the</strong>ls. 96 O<strong>the</strong>r anecdotal<br />

sources <strong>and</strong> press articles also referred to women who were forced to prostitute<br />

<strong>the</strong>mselves by sex brokers. “I met several Ethiopian domestic workers who<br />

had run away from <strong>the</strong>ir employers, who were taken by some pimps <strong>and</strong><br />

pushed to prostitute <strong>the</strong>mselves <strong>in</strong> an apartment <strong>in</strong> Nabaa,” recalled one<br />

employee of a bar <strong>in</strong> Lebanon. 97<br />

These women are forced <strong>in</strong>to sex work ei<strong>the</strong>r by outright physical coercion<br />

or, <strong>in</strong> o<strong>the</strong>r cases, by <strong>the</strong> abuse of <strong>the</strong>ir vulnerability. A journal article on <strong>the</strong><br />

migration of Ethiopian women domestic workers to <strong>the</strong> Gulf expla<strong>in</strong>ed that<br />

domestic workers escap<strong>in</strong>g from exploitative <strong>and</strong> abusive work<strong>in</strong>g conditions<br />

“f<strong>in</strong>d shelter with o<strong>the</strong>r women, who live toge<strong>the</strong>r <strong>in</strong> small rented rooms,<br />

<strong>and</strong> take on jobs as ‘freelancers’/work<strong>in</strong>g as live-out domestic workers,<br />

brew<strong>in</strong>g <strong>and</strong> sell<strong>in</strong>g illicit liquor, or engag<strong>in</strong>g <strong>in</strong> sex work. Their lack of legal<br />

status makes <strong>the</strong>m vulnerable to greater exploitation if <strong>the</strong>y are detected, as<br />

<strong>the</strong>y risk blackmail, imprisonment, <strong>and</strong> deportation.” 98 These underground<br />

prostitution r<strong>in</strong>gs <strong>in</strong>volve both victims coerced <strong>in</strong>to commercial sex work<br />

<strong>and</strong> women who voluntarily sell <strong>the</strong>ir services to make additional <strong>in</strong>come.<br />

It is altoge<strong>the</strong>r unsurpris<strong>in</strong>g that such establishments exist, given that, <strong>in</strong><br />

addition to <strong>the</strong> local dem<strong>and</strong>, <strong>the</strong>re are <strong>in</strong> <strong>the</strong>se countries large numbers of<br />

male migrant workers <strong>in</strong> <strong>the</strong>ir prime years for sexual activity, who are away<br />

from <strong>the</strong>ir families for years at a time <strong>and</strong> who are <strong>the</strong>refore unable to fulfil<br />

<strong>the</strong>ir natural sex drive by legitimate means. As a result, <strong>the</strong>re is a large <strong>and</strong><br />

persistent dem<strong>and</strong> thay cannot simply be suppressed by punitive measures<br />

aga<strong>in</strong>st those who work <strong>in</strong> underground prostitution r<strong>in</strong>gs.<br />
