exercised <strong>in</strong> respect of domestic workers). 87 The m<strong>in</strong>istry has established five<br />

work<strong>in</strong>g relations offices <strong>in</strong> <strong>the</strong> country to which workers can go to register<br />

<strong>the</strong>ir grievances. 88 The M<strong>in</strong>istries of Interior <strong>and</strong> Labour have also established<br />

two jo<strong>in</strong>t committees that deal with deportation <strong>and</strong> conflict over payment<br />

of salaries. Several migrant community leaders <strong>and</strong> civil society actors have<br />

recognized that <strong>in</strong> recent years, <strong>and</strong> with <strong>the</strong> pass<strong>in</strong>g of <strong>the</strong> new law govern<strong>in</strong>g<br />

labour <strong>in</strong> <strong>the</strong> private sector (Law No. 6 of 2010), cases were be<strong>in</strong>g treated<br />

more comprehensively by officials. 89<br />

In <strong>the</strong> UAE, <strong>the</strong> M<strong>in</strong>istry of Labour allocated 100 legal <strong>and</strong> adm<strong>in</strong>istrative<br />

staff to <strong>the</strong> <strong>in</strong>vestigation of compla<strong>in</strong>ts aga<strong>in</strong>st employers by workers across<br />

<strong>the</strong> country. 90 The aim is to settle disputes with<strong>in</strong> a period of two weeks. If<br />

<strong>the</strong> worker or <strong>the</strong> employer rejects <strong>the</strong> settlement, <strong>the</strong> dispute is referred to<br />

a court of law, which should issue a verdict without charg<strong>in</strong>g <strong>the</strong> worker any<br />

fees, irrespective of <strong>the</strong> nature of <strong>the</strong> litigation. If <strong>the</strong> compla<strong>in</strong>t <strong>in</strong>volves a case<br />

of traffick<strong>in</strong>g, such compla<strong>in</strong>ts should be directly referred to <strong>the</strong> prosecutors<br />

specialized <strong>in</strong> deal<strong>in</strong>g with traffick<strong>in</strong>g cases. 91<br />

4.2.3. Labour <strong>in</strong>spection<br />

Governments throughout <strong>the</strong> region are carry<strong>in</strong>g out labour <strong>in</strong>spections<br />

to monitor work conditions. Specific departments have also been set up to<br />

<strong>in</strong>vestigate compla<strong>in</strong>ts, such as <strong>in</strong> Kuwait, where <strong>the</strong> M<strong>in</strong>istry of Labour<br />

established <strong>the</strong> Immigration Investigation Department <strong>in</strong> 2009. These<br />

<strong>in</strong>vestigations are critical to <strong>the</strong> detection of victims of traffick<strong>in</strong>g <strong>and</strong> forced<br />

labour. S<strong>in</strong>ce <strong>the</strong> creation of this department, <strong>the</strong> M<strong>in</strong>istry of Interior has<br />

closed down more than 3,000 companies – most of <strong>the</strong>m large construction<br />

companies – <strong>and</strong> placed <strong>the</strong>m on a blacklist, to prevent <strong>the</strong>m from resum<strong>in</strong>g<br />

<strong>the</strong> recruitment of migrant workers. The m<strong>in</strong>istry claims that while it regularly<br />

<strong>in</strong>vestigates cases, it is not aware of all companies us<strong>in</strong>g exploitative practices,<br />

as some embassies of countries of orig<strong>in</strong> enter <strong>in</strong>to direct negotiations with<br />

sponsors without <strong>in</strong>form<strong>in</strong>g <strong>the</strong> Government. 92 The efficiency of this<br />

cases <strong>in</strong>volved more than one worker.<br />
