gender, nationality or disability. 126 Nasawiya surveyed a sample of<br />

establishments <strong>in</strong> Lebanon, <strong>and</strong> showed through social media <strong>the</strong><br />

persistent discrim<strong>in</strong>ation aga<strong>in</strong>st migrant domestic workers, <strong>and</strong> <strong>the</strong> nonenforcement<br />

of <strong>the</strong> new circular by <strong>the</strong> authorities. 127 It also established a<br />

Migrant Community Centre <strong>in</strong> 2011 to provide a space where migrant<br />

workers, <strong>in</strong>clud<strong>in</strong>g domestic workers, can access computers <strong>and</strong> organize<br />

meet<strong>in</strong>gs, community events <strong>and</strong> vigils for fellow migrant workers who have<br />

died <strong>in</strong> <strong>the</strong> country.<br />

Also <strong>in</strong> Lebanon, <strong>the</strong> Danish Refugee Council has overseen <strong>the</strong> development<br />

of a common advocacy campaign by five NGOs to sensitize <strong>the</strong> general<br />

public about <strong>the</strong> sponsorship system. This campaign is significant as it is<br />

<strong>the</strong> first time that all civil society actors have worked toge<strong>the</strong>r to fur<strong>the</strong>r<br />

<strong>the</strong> protection of migrant workers <strong>in</strong> <strong>the</strong> country. Also, <strong>in</strong> July 2010,<br />

<strong>the</strong> Counter-<strong>Traffick<strong>in</strong>g</strong> Work<strong>in</strong>g Group (CTWG), consist<strong>in</strong>g of Alef,<br />

Caritas Lebanon Migrant Centre, Heartl<strong>and</strong> Alliance, KAFA <strong>and</strong> World<br />

Vision, was created to put human traffick<strong>in</strong>g on <strong>the</strong> policy agenda, build<br />

better coord<strong>in</strong>ation between NGOs deal<strong>in</strong>g with <strong>the</strong> topic, <strong>and</strong> create<br />

<strong>in</strong>formation materials on <strong>the</strong> crime of traffick<strong>in</strong>g. Among o<strong>the</strong>r activities,<br />

<strong>the</strong> CTWG analysed how <strong>the</strong> proposed draft law on traffick<strong>in</strong>g <strong>in</strong> persons<br />

measured up aga<strong>in</strong>st UN <strong>and</strong> o<strong>the</strong>r <strong>in</strong>ternational st<strong>and</strong>ards <strong>and</strong> pr<strong>in</strong>ciples,<br />

<strong>and</strong> developed a comprehensive set of recommendations on <strong>the</strong> proposed<br />

legislation, compris<strong>in</strong>g amendments, additions <strong>and</strong> suggestions for additional<br />

legislation, some of which were taken notice of by policy-makers.<br />

In Kuwait, <strong>the</strong> Kuwaiti Association of <strong>the</strong> Basic Evaluators for <strong>Human</strong><br />

Rights (KABE) has tried to raise awareness about <strong>the</strong> need for civil society<br />

to be more <strong>in</strong>volved <strong>in</strong> issues relat<strong>in</strong>g to migrant workers’ rights <strong>and</strong><br />

discrim<strong>in</strong>ation aga<strong>in</strong>st <strong>the</strong>m. It launched a campaign based on <strong>the</strong> Prophet’s<br />

say<strong>in</strong>g: “Give <strong>the</strong> worker his salary before his sweat dries.” 128 Jo<strong>in</strong>t advocacy<br />

<strong>in</strong>itiatives <strong>in</strong>volv<strong>in</strong>g NGOs <strong>in</strong> countries of orig<strong>in</strong> <strong>and</strong> countries of dest<strong>in</strong>ation<br />

have emerged. At <strong>the</strong> regional level, <strong>the</strong> Diplomacy Tra<strong>in</strong><strong>in</strong>g Programme <strong>in</strong><br />

collaboration with Migrant Forum Asia <strong>and</strong> <strong>the</strong> ILO has recently organized<br />

a capacity-build<strong>in</strong>g programme on <strong>the</strong> protection of low-skilled migration<br />

workers, aim<strong>in</strong>g to build alliances <strong>and</strong> streng<strong>the</strong>n collaboration between<br />

workers’ organizations, NGOs, <strong>and</strong> national human rights <strong>in</strong>stitutions from<br />

countries of orig<strong>in</strong> <strong>and</strong> dest<strong>in</strong>ation. 129<br />
