<strong>the</strong> legislative efforts made to date. 39 The shadow reports of civil society<br />

submitted dur<strong>in</strong>g <strong>the</strong> UPR focused primarily on <strong>the</strong> need to reform <strong>the</strong><br />

sponsorship system <strong>and</strong> better protect domestic workers. 40 All <strong>the</strong> government<br />

<strong>and</strong> civil society reports also highlighted <strong>the</strong> l<strong>in</strong>k between migration<br />

<strong>and</strong> traffick<strong>in</strong>g, identify<strong>in</strong>g migrant workers as particularly vulnerable to<br />

traffick<strong>in</strong>g.<br />

In addition, several major scholarly articles detail<strong>in</strong>g <strong>the</strong> legislative action<br />

<strong>in</strong>itiated by countries <strong>in</strong> <strong>the</strong> region have been published, provid<strong>in</strong>g analysis<br />

of anti-traffick<strong>in</strong>g <strong>in</strong>itiatives <strong>and</strong> <strong>in</strong>dicat<strong>in</strong>g areas requir<strong>in</strong>g policy reform. 41<br />

There has also been <strong>in</strong>terest at <strong>the</strong> regional level <strong>in</strong> <strong>in</strong>vestigat<strong>in</strong>g how Islamic<br />

legal texts can be used to combat traffick<strong>in</strong>g, as Islamic law makes reference<br />

to many of <strong>the</strong> elements that constitute this crime. This Islamic jurisprudence<br />

complements <strong>the</strong> exist<strong>in</strong>g <strong>in</strong>ternational anti-traffick<strong>in</strong>g framework. 42<br />

Thematic studies on labour migration have ma<strong>in</strong>ly focused on construction<br />

<strong>and</strong> domestic work. 43 The International Trade Union Confederation (ITUC)<br />

has also sought to expose <strong>and</strong> document exploitative practices imposed on<br />

construction <strong>and</strong> factory workers <strong>in</strong> <strong>the</strong> Gulf. 44 <strong>Human</strong> Rights Watch has<br />
