An official from <strong>the</strong> NGO KAFA went even fur<strong>the</strong>r, argu<strong>in</strong>g that some<br />
migrant workers pay double fees, to recruitment agencies <strong>in</strong> both orig<strong>in</strong><br />
<strong>and</strong> dest<strong>in</strong>ation countries, <strong>the</strong>reby <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>ir debt <strong>and</strong> thus <strong>the</strong>ir<br />
vulnerability. 20 Accord<strong>in</strong>g to <strong>the</strong> UN Special Rapporteur on <strong>Traffick<strong>in</strong>g</strong>, when<br />
recruitment agencies do not respect <strong>the</strong>se rules <strong>the</strong>y implicate <strong>the</strong>mselves <strong>in</strong><br />
<strong>the</strong> crime of traffick<strong>in</strong>g: “The employment agent himself can be considered<br />
a trafficker if s/he knows or turns a bl<strong>in</strong>d eye to <strong>the</strong> fact that <strong>the</strong> employer<br />
is recruit<strong>in</strong>g <strong>the</strong> worker for <strong>the</strong> purpose of exploitation, but is deceiv<strong>in</strong>g <strong>the</strong><br />
worker about this <strong>in</strong>tention.” 21<br />
PEAs <strong>in</strong> countries of orig<strong>in</strong> are also known to facilitate <strong>the</strong> travel of migrants<br />
even when <strong>the</strong>ir own governments have issued bans on deployment of<br />
domestic workers because of recurr<strong>in</strong>g human rights violations aga<strong>in</strong>st<br />
domestic workers <strong>in</strong> <strong>the</strong> countries of dest<strong>in</strong>ation. 22 Most of <strong>the</strong> time, <strong>the</strong>se<br />
irregular travel arrangements are organized by unlicensed agencies that<br />
operate outside governments’ regulatory schemes. However, some licensed<br />
agencies have also been <strong>in</strong>volved <strong>in</strong> circumvent<strong>in</strong>g <strong>the</strong> bans, even though<br />
<strong>the</strong>ir legal status makes it more difficult for <strong>the</strong>m to exploit regulatory<br />
gaps. These deployment bans are imposed unilaterally by governments<br />
of countries of orig<strong>in</strong> <strong>and</strong> thus are not legally b<strong>in</strong>d<strong>in</strong>g <strong>in</strong> dest<strong>in</strong>ation<br />
countries. 23 Many bans currently apply to countries throughout <strong>the</strong> region.<br />
An official of <strong>the</strong> General Directorate of General Security (GDGS) at<br />
Beirut International Airport expla<strong>in</strong>ed that if <strong>the</strong> migrant worker has a<br />
valid tourist or work visa upon arrival, <strong>the</strong> immigration official will allow<br />
<strong>the</strong> person to enter Lebanon, irrespective of whe<strong>the</strong>r a deployment ban is<br />
<strong>in</strong> place <strong>in</strong> <strong>the</strong> country of orig<strong>in</strong>. 24 Similar practices occur across <strong>the</strong> region.<br />
