Response<br />

To improve turnover on weekends, consideration could be<br />

given to extending sections of1/2hr parking restrictions<br />

in St Johns Ave to 6pm on Saturdays and Sundays. This<br />

would be subject to shop owners in St Johns Ave agreeing<br />

to the proposal, and <strong>Ku</strong>-<strong>ring</strong>-<strong>gai</strong> Traffic Committee/<strong>Council</strong><br />

approval. Proposal could be extended to key streets in other<br />

centres with similar trading characteristics/needs.<br />

New residential development in the Gordon Town Centre<br />

will require the provision of on-site parking for residents<br />

in accordance with the draft Town Centres DCP. Due to the<br />

proximity of new units to the town centre, it is unlikely that<br />

these residents will place significant additional pressure on<br />

parking numbers. Despite this, new retail/commercial/mixed<br />

use development would also be required to provide parking<br />

on site in accordance with the Town Centres DCP.<br />

New retail/commercial development on Gordon will be<br />

required to provide parking on site, which would reduce some<br />

of the demand for parking in residential streets. However,<br />

the bulk of parking in residential streets is probably by<br />

commuters, the majority of which are <strong>Ku</strong>-<strong>ring</strong>-<strong>gai</strong> residents.<br />

It is not proposed to displace these commuters until such<br />

time as attractive alternatives for accessing railway stations<br />

can be provided.<br />

The amount of off-street commuter car parking in Gordon is<br />

not expected to change significantly as part of the Parking<br />

Management Plan and the draft Town Centres LEP/DCP.<br />

Strategies are focused more on improving access to railway<br />

stations by bus, walking, cycling and passenger pick up/<br />

drop off, including revised bus interchange at Gordon. New<br />

residential development in town centres also reduces the<br />

need for additional commuter parking, due to it’s proximity to<br />

the rail station.<br />

<strong>Council</strong>’s rangers are being equipped with hand held<br />

enforcement units, which can speed up the enforcement<br />

process and therefore improve coverage. Paid parking tends<br />

to have an automatic enforcement effect and discourages<br />

longer term parking by commuters and staff, resulting in<br />

additional spaces available for shoppers. Paid parking may<br />

therefore be considered in the future for the 6 town centres.<br />

The draft Town Centres DCP requires developers to provide<br />

parking on-site for residents, retail and business uses.<br />

Due to the revised bus interchange, the commuter parking<br />

spaces lost in this process will be accommodated in<br />

surrounding commuter car parks through redesign of the<br />

existing layout.<br />
