a large car park would impact on the availability of short term spaces<br />
for the surrounding shops/businesses. Due to the temporary nature of<br />
the impact, the strategy proposes reallocation of existing unrestricted<br />
parking (in close proximity to the town centre) to short term parking,<br />
to service the needs of shoppers and visitors. Where reallocation is<br />
undertaken, it is recommended that the time restrictions reflect those<br />
in the car park they replace. Typically, this would be 2hr parking from<br />
8.30am-6pm (Mon-Fri) and 8.30am-12.30pm (Sat), but the Saturday<br />
restriction could be relaxed in certain areas (subject to demand).<br />
Consideration is given to the parking impacts of redevelopment of car<br />
parks as standalone projects. If this would result in unsatisfactory<br />
parking impacts, redevelopment in conjunction with a major site is<br />
considered.<br />
Temporary loss of unrestricted parking around town centres would<br />
impact on commuters who park around railway stations to catch trains,<br />
employees who drive to the town centre but have no on-site parking<br />
at their workplace, and other long term users. Some of the employee<br />
demand may be reduced if car park redevelopment is co-ordinated with<br />
a substantial retail/commercial site located nearby. With the temporary<br />
changes, however, it is likely that commuters and employees would be<br />
required to temporarily park further away from the town centres than<br />
they would otherwise be able to. This would be an opportunity for these<br />
users to consider alternative modes for travel to the town centres, such<br />
as bus, bicycle, car pooling or walking.<br />
