6.9 ST IVES SHOPPING VILLAGE/VILLAGE GREEN<br />

PARADE CAR PARK (continued)<br />

• 110 spaces, in the <strong>Council</strong> car park at the intersection of Cowan<br />

Road and Village Green Pde; and<br />

• 40 spaces (approx) on-site, within sites between the new Denley<br />

Lane and Durham Avenue (these would be unavailable if these sites<br />

are redeveloped at the same time as the Shopping Village).<br />

These 217 spaces would be more than sufficient to service the needs of<br />

the remaining retail/commercial land uses in the precinct.<br />

Conside<strong>ring</strong> the users of the Village Green on Saturdays, there would be<br />

some 174 spaces on street (Cowan Road, Kanoona Avenue, Collins Road,<br />

Memorial Avenue) to cater for the demand, as currently occurs. Conflicts<br />

between the needs of Village Green users and retail/commercial users<br />

are likely to be minimal due to the absence of the Shopping Village du<strong>ring</strong><br />

its redevelopment.<br />

Staged redevelopment of St Ives Shopping Village<br />

This scenario requires management of existing sections of parking within<br />

the St Ives Shopping Village du<strong>ring</strong> staged redevelopment.<br />

Impact to parking<br />

Impacts to parking would depend on staging patterns. A scenario<br />

will be considered where the western half of the centre (from a line<br />

approximately extending north from the unnamed lane between the St<br />

Ives Shopping Village and the at-grade car park) will remain open for<br />

trading. The eastern portion could therefore redevelop independently of<br />

the western half. Under this scenario, it is assumed that a supermarket<br />

will still operate within this area.<br />

Strategy<br />

Under this scenario, parking levels B1, B2 and C (approximately 400<br />

spaces) would still be available, in addition to the 177 spaces in the atgrade<br />

car parks near the Memorial Avenue and Cowan Road entrances.<br />

The trading space in the western portion of the centre is estimated to<br />

be some 11,000sqm gross floor area, which could require up to 650<br />

car spaces (depending on retail mix). A shortfall of some 73 spaces<br />

would therefore result. This could be addressed by maintaining a row<br />

of angle parking in Village Green Parade, and possibly relocating it to<br />

the northern side. Some 70 spaces could be made available from this<br />

measure, which would effectively address the needs of the parking<br />

Village. As with the full redevelopment scenario, additional parking<br />

would be available on-street in Cowan Road and Memorial Avenue (and to<br />

a lesser extent, in Kanoona Avenue and Collins Road).<br />

Therefore, if and when an application for staged development is received,<br />

the application could be designed and staged such that enough parking is<br />

retained on-site to support any retail/commercial activities still trading<br />

while other parts of the centre undergo reconstruction. This would<br />

also be included in a construction and traffic management plan for the<br />

development.<br />
