5.4 Roseville (continued)<br />
Under a minimum redevelopment scenario, it is estimated that there<br />
would be 138 surplus short term parking spaces, while the majority of<br />
long stay (employee) parking would be catered on-site. If 100% of the<br />
strip shops were to be redeveloped, the surplus short term parking<br />
spaces would rise to approximately 160, with the majority of long stay<br />
(employee) still catered for on-site.<br />
As the redevelopment of the strip shops in Hill Street are subject to<br />
feasibility, consideration could be given to allow a further reduction in<br />
the parking provision for these sites. Indicatively, a parking reduction of<br />
20% could be accommodated particularly given the estimated number<br />
of surplus short stay car parking spaces – reductions would be for<br />
short stay parking, with long-stay parking to be provided in full. Parking<br />
strategies in this precinct would be mainly in the following locations:<br />
• additional on-site retail/business parking in redeveloped strip shop<br />
sites on Hill Street;<br />
• transfer Lord Street car park underground, allocate accessible<br />
parking at surface and utilise undersized spaces for motorcycles/<br />
motor scooters;<br />
• retain existing Bus Zone on western side of Hill Street (outside<br />
railway station entrance) and introduce new Bus Zone on eastern<br />
side of Hill Street, just south of Lord Street and across existing<br />
drive-through area (following redevelopment of corner site),<br />
resulting in loss of one 1/2hr parking space. Extend existing 1/2hr<br />
parking on southern side of Lord Street to (extended) Bancroft Lane,<br />
resulting in 2 additional 1/2hr parking spaces). Net increase of one<br />
1/2hr parking space around corner site;<br />
• taxi Zone on western side of Hill Street (outside railway station<br />
entrance) to remain as existing. Re-allocate 2 adjoining 1/2hr<br />
parking spaces as full-time commuter pick-up and drop-off zone<br />
and reinforce with supplementary “Pick Up and Drop Off Only”<br />
plates;<br />
• re-allocate 2 spaces (currently 1/2hr parking) on eastern side of Hill<br />
Street (south of Roseville Avenue) adjoining existing Mail Zone as<br />
full-time commuter pick-up and drop-off zone, and reinforce with<br />
supplementary “Pick Up and Drop Off Only” plates;<br />
• school pm period Bus Zone on eastern side of Hill Street (north of<br />
Roseville Avenue) to remain as existing;<br />
• consider part time Loading Zone from 7am-10am on the southern<br />
side of Lord Street near Hill Street (temporary, subject to<br />
redevelopment of adjacent strip shops); and<br />
• existing student pick-up and drop-off zone on the northern side<br />
of Victoria Street (outside Roseville College) to be retained, and<br />
reinforce with supplementary “Pick Up and Drop Off Only” plates.<br />
