total of approximately 58 short term parking spaces would be required.<br />

Strategy<br />

Du<strong>ring</strong> redevelopment of the site, it is estimated that the following<br />

parking spaces would be available:<br />

• 7 spaces in William Street near the roundabout with Forbes Lane,<br />

and near Pacific Highway; and<br />

• 15 spaces in Ray Street.<br />

This totals 22 spaces, which is some 36 spaces short of the needs of the<br />

surrounding retail/commercial land uses.<br />

In addition to the above, it is considered that the following could be<br />

achieved to increase parking availability:<br />

• a row of angle parking on the western side of Higgs Lane could be<br />

maintained du<strong>ring</strong> reconstruction work, resulting in approximately<br />

15 additional spaces. Public domain works in this area could<br />

proceed after the main car park on the site is operational;<br />

• the existing on-street parking in William Street (between the<br />

roundabout at Forbes Lane, and Higgs Lane) could be maintained<br />

du<strong>ring</strong> reconstruction work, resulting in approximately 18 additional<br />

spaces. A<strong>gai</strong>n, public domain works in this area could proceed after<br />

the main car park on the site is operational; and<br />

• 11 spaces unrestricted spaces on the western side of Ray Street<br />

reallocated to 2hr parking.<br />

These 41 additional spaces would result in a supply of approximately<br />

63 spaces, which would satisfy the short term parking needs of the<br />

remaining businesses in the precinct.<br />

Staged redevelopment of Town Square/Coles site<br />

It is conceivable that the Coles supermarket may wish to continue<br />

trading while the remainder of the site is redeveloped. The staged<br />

redevelopment of the Town Square/Coles site would result the Coles and<br />

Ray Street car parks being impacted, as well as a loss of the commuter<br />

parking in William Street along the railway line.<br />

Within the precinct, it is assumed that Coles, the strip shops along<br />

Pacific Highway (between Ray Street and Forbes Lane) and the site on the<br />

northern corner of Pacific Highway and Ray Street would still be actively<br />

trading du<strong>ring</strong> the redevelopment of the Town Square/Coles site. This<br />

would result in the need for car parking for 4,300sqm of retail floor space<br />

and 360sqm of commercial floor space. In terms of parking spaces, a<br />

total of approximately 106 short term parking spaces would be required.<br />

Strategy<br />

To maintain short term parking for the strip shops along Pacific Highway<br />

it is assumed that the ‘complete redevelopment’ strategy (above) would<br />

<strong>Ku</strong>-<strong>ring</strong>-<strong>gai</strong> Town Centres Parking Management Plan 2010<br />
