6.1 GENERAL<br />
Du<strong>ring</strong> the public hea<strong>ring</strong>s into the reclassification of <strong>Council</strong> lands in<br />
2007, the Chairperson recommended that in relation to public parking for<br />
the Turramurra, Pymble and Lindfield centres<br />
…the manner in which any public car parking which is to be<br />
eliminated due to restructu<strong>ring</strong> the centre, is to be replaced and managed<br />
to compensate for any parking which may be lost by the reclassification<br />
process.*<br />
Du<strong>ring</strong> the Parking Management public workshops held in February<br />
2008, participants raised this as a general concern. Therefore, strategies<br />
are proposed for the substantial car parks in all 6 centres, where those<br />
car parks are affected by the reclassification process and may result in<br />
significant parking impacts du<strong>ring</strong> their reconstruction.<br />
Due to procedural issues associated with the hea<strong>ring</strong>s in 2007, the public<br />
hea<strong>ring</strong>s into the reclassification of <strong>Council</strong> lands were undertaken<br />
a<strong>gai</strong>n in July 2008. It recommended that <strong>Council</strong> proceed with the<br />
reclassification of the sites, subject to the following:<br />
• having regard to submissions presented to the public hea<strong>ring</strong>,<br />
<strong>Council</strong> satisfy itself on the legal and procedural appropriateness of<br />
proceeding with the reclassifications under the exhibited draft Town<br />
Centres LEP;<br />
• to address concerns raised in submissions to the public hea<strong>ring</strong> in<br />
relation to <strong>Council</strong>’s dealings with public land in the town centres<br />
<strong>Council</strong> prepare, place on public exhibition and adopt a policy for<br />
sale, long term lease or other transactions relating to public land,<br />
not covered by the <strong>Ku</strong> <strong>ring</strong> <strong>gai</strong> Planning Agreement Policy (2008);<br />
• council enter into a dialogue with appropriate management<br />
committees and user groups where community facilities currently<br />
located on land proposed for reclassification will be affected by<br />
future land dealings to ensure that the community is involved in and<br />
consulted about the future planning for these community facilities;<br />
and<br />
• council write to all persons and organisations that made a<br />
submission to the public hea<strong>ring</strong> thanking them for their input and<br />
advising them of <strong>Council</strong>’s decision.<br />
Although the recommendation above does not specifically refer to the<br />
recommendations from the hea<strong>ring</strong>s in 2007, it is considered to be<br />
relevant and therefore requires addressing.<br />
To this end, strategies are proposed to manage the way parking is<br />
replaced. In most cases, the temporary loss of car parking spaces in<br />
