o Implemented improved inspection processes resulting in a reduction or ‘rollover’ inspections
o Implemented remote capabilities that reduced publishing time of inspection results
o Enhanced division reporting capabilities in order to analyze and maximize efficiencies

o Conducted two volunteer activities to reduce backlog and promote stronger public / private
relationships
o Implemented workshops to create standardized submittal processes
• Fire Marshal and Code Compliance Division
o Implemented “Ten Day on the Clock” concept which ensures reduction of time to review and
issue sprinkler permits
o Completed two longer term Kitsap Nuisance Abatement Team projects which resulted in
restoration of property and reduction of neighborhood complaints

o Increased Hearing Examiner case load by 42% to make the most efficient use of the
Hearing Examiner’s time
o Completed two subarea plans and updated mandated Kitsap County Comprehensive Plan

o Completed public process to overcome growth hearings board invalidity on critical areas
ordinance
o Purchased properties to enhance wildlife and salmon recovery in the Chico Watershed
2008 Goals and Objectives:
To promote Safe and Healthy Communities, we will:
• Conduct plans review and inspection programs to ensure structures meet the health and safety
requirements of the International Building and Fire Codes.
• Conduct programs that focus on fire prevention, detection, and investigation.
• Develop and revised appropriate county codes to streamline county permit/land use application
processing that encourages commercial, retail, and industrial development to consider Kitsap
County.
• Reduce neighborhood blight through the Kitsap Nuisance Abatement Team process and
establishing/implementing a voluntary compliance program.
To Protect Natural Resources and Systems we will:
• Expand our Stream Team efforts to educate the community and seek additional volunteers to assist
in Stream/Salmon restoration programs.
• Be fully engaged in the Puget Sound Partnership and its programs for the Kitsap ecosystem
designated areas.
• Continue supporting Hood Canal Protection Efforts.
• Work with local landowners, business community, and environmentalists to develop reasonable land
use policies including the Rural Wooded Incentives Program.
• Continue to salmon recovery efforts in Carpenter Creek and Chico Creek; define next round of
projects to be pursued.
