Juvenile
• We will contribute to Safe and Healthy Communities and Effective and Efficient County
Services by continuing to support the Kitsap County Transitional School (KATS) as a means of
keeping youth in school and off the streets during school hours. Assigning a youth to the KATS
program reduces the use of secure detention beds for probation violations caused by failure to
attend school.
• We will contribute to Safe and Healthy Communities and Effective and Efficient County
Services by partnering with schools, Law Enforcement agencies, and the Prosecutor’s Office to
interdict and prevent, by way of education and intervention, behaviors that might lead to gang
violence in our community.
• We will contribute to Safe and Health Communities and Effective and Efficient County
Services by expanding the Kitsap Adolescent Recovery Services (K.A.R.S.) drug and alcohol
program within the department, which will increase access to services, and by partnering with
Olympic College for recruitment and placement of chemical dependency interns. K.A.R.S. will
also implement MATRIX, an evidence based treatment model in 2008.
• We will contribute to Inclusive Government by continuing to support and enhance the Juvenile
Department webpage.
