Source: Washington State Employment Security Kitsap Economic Development Council (www.kitsapedc.org) NAVAL INSTALLATIONS The Department of Defense installations in the County have a significant impact on the County’s economy. The Puget Sound region remains home to the third-largest concentration of U.S. naval bases in the nation. It is estimated that 55% of al economic activity in Kitsap County is directly or indirectly linked to the Navy presence. . Naval Base Kitsap includes Puget Sound Naval Shipyard, Submarine Base Bangor, and Keyport. Currently there are three ships and eleven submarines that call Kitsap their home. Puget Sound is the U.S. Navy’s third largest fleet concentration area. The Department of the Navy spends about $2.8 billion annually in the region, which is home to approximately 31,000 active duty members, 16,000 civilian employees, 6,000 drilling reservists, 42,000 family members, and 55,000 Navy retirees The U.S. Navy is planning to relocate the Fox Island Laboratory in Pierce County, Washington to Naval Base Kitsap, Bangor in Kitsap County, Washington, as part of the consolidation of Naval Surface Warfare Center, Carderock, and Detachment Bremerton. The move is expected to be complete by summer 2007. 11
General Information and Economic Indicators The Fleet Industrial Supply Center, Puget Sound (FISC) delivers combat capability through logistics by teaming with regional partners and customers to provide supply chain management, procurement, contracting and transportation services, technical and customer support, defense fuel products, and worldwide movement of personal property. The Naval Hospital Bremerton is a full accredited, community-based acute care and obstetrical hospital, is licensed for 67 beds and houses a variety of ambulatory, acute and specialty clinics. It administers professional care to the approximately 56,000 eligible military families residing within its area of responsibility. The Hospital is the parent command for three major branch medical clinics, located at PSNS, Submarine Base Bangor, and Naval Station Everett. The main hospital also provides an Occupational Health and Industrial Hygiene operation, Preventive Medicine, and Alcohol Treatment Departments. The defense budget for fiscal 2008 includes $91.1 million to replace Pier B at Puget Sound Naval Shipyard. It also includes $47.2 million to build bachelor enlisted quarters at Naval Base Kitsap; $39.8 million as the fourth increment for a limited-area production and storage complex at Bangor and $28.69 million for a missileassembly building at Bangor. ECONOMIC DEVELOPMENT In 2007, a total of 2121 building permits were issued in unincorporated Kitsap County with a construction value of $257,770,307. Among these are the following: South Kitsap and Port Orchard: • McCormick Land Company has secured land use approval by the County for an inn and conference center adjacent to the McCormick Woods Golf Course. The inn will have 200 rooms and the conference center will include 18,000 square feet of meeting space, as well as swimming pool, restaurant and exercise room. Construction of the project will take 14 to 15 months. Central Kitsap, Silverdale, and Bremerton: • Downtown Bremerton is investing over $500 million in a revitalization project that has brought new life to Bremerton. Money magazine rated it as “one of the top 5 up and coming ‘hot’ cities in the county”. Property values has risen over 20% in just two years. An economic analysis estimates that by 2020, the investments themselves will add up to 3,258 new jobs with $90.3 million in total earnings. • The Norm Dicks Government Center is completed in downtown Bremerton. Kitsap Consolidated Housing Authority, the City of Bremerton, the Bremerton-Kitsap Health District, and other agencies are moved in and 12
