5.10.3 Construction, Startup and Acceptance<br />

Procedures<br />

The design and specifications of transmission and distribution water mains must address the<br />

potential impacts of construction and repair activities on the hydraulic and sanitary conditions<br />

of the water system. Such activities pose the greatest risk of microbiological contamination of<br />

new and existing water mains. Appropriate design and specification requirements are major<br />

elements to achieving hydraulic requirements and sanitary conditions after construction or<br />

repair of water mains.<br />

5.10.3.1 Connections to <strong>City</strong> <strong>Water</strong> Mains<br />

All connections of new or repaired water mains to the SPU water system are made by SPU<br />

<strong>Water</strong> Operations. See Standard Specification 7-11.3(9)A and Standard <strong>Plan</strong>s 300a, 300b, and<br />

300c.<br />

5.10.3.2 Shutdown of <strong>Water</strong> Mains<br />

Shutdown and isolation of new and existing water mains must be addressed as part of design.<br />

There are three major considerations for the shutdown and isolation of mains:<br />

1. Provide adequate numbers of valves for the isolation of the new or repaired mains<br />

to minimize impacts to water service in the distribution grid<br />

2. Work with SPU <strong>Water</strong> Operations to provide a means to depressurize and dewater<br />

the main for a shutdown<br />

3. Consideration of which customers will be out of water and for how long. For<br />

customer impacts and service disruptions, see DSG section 5.10.4.<br />

5.10.3.3 Construction and Repair Practices for Sanitary Control<br />

The following section describes construction and repair practice for sanitary control.<br />

A. Pre-installation Materials Storage and Handling<br />

Proper handling and storage practices (Standard Specification 7-11.3[2]) are key<br />

elements for achieving sanitary conditions in water mains.<br />
