John Whyte Melville <strong>of</strong> Bennochy <strong>and</strong> Strathkinness (1797 – 1883) was described in his obituary as being ‘... in some respects the<br />

most public man in Fife’, <strong>and</strong> justly so given that –<br />

• he served as Convener <strong>of</strong> the County.<br />

• at the outset <strong>of</strong> the Volunteer Movement he was associated with the Earl <strong>of</strong> Rosslyn <strong>and</strong> Colonel Anstruther Thomson in<br />

organising the Fife Mounted Rifles <strong>and</strong> was Captain <strong>of</strong> the St Andrews Troop.<br />

• he served for almost twenty years on the University Court.<br />

• he was an eminent member <strong>of</strong> the R&A, was the only person to be elected as their Captain twice (1823 <strong>and</strong> 1883) <strong>and</strong>, as<br />

he died before he could take <strong>of</strong>fice on the second occasion, the post was left vacant as a mark <strong>of</strong> respect.<br />

• he stood in for the Prince <strong>of</strong> Wales, who in 1863 was the first royal to be elected Captain <strong>of</strong> the R&A, as he was unable to<br />

be present at the Autumn Meeting that year.<br />

• he hosted Prince Leopold when in 1876 he was the second royal to Captain the R&A.<br />

Members will know that in 2004 the Royal <strong>and</strong> Ancient Golf Club <strong>of</strong> St Andrews will celebrate their 250th<br />

anniversary. Given the important role the Club <strong>and</strong> its members have played in the life <strong>of</strong> St Andrews over<br />

these years I would propose that the Community Council contribute to the events which will mark this<br />

anniversary by planting a tree in memory <strong>of</strong> John Whyte Melville who personified the link between town,<br />

gown <strong>and</strong> golf <strong>and</strong> that a plaque be placed alongside it perhaps reading ‘John Whyte Melville <strong>of</strong> Bennochy<br />

<strong>and</strong> Strathkinness (1797 – 1883) who personified the link between town, gown <strong>and</strong> golf. Planted by St<br />

Andrews Community Council in 2004 to mark the 250th anniversary <strong>of</strong> the R&A’.<br />

Fox Maule-Ramsay, 11th Earl <strong>of</strong> Dalhousie, KT, GCB, PC (22 April 1801–6 July 1874), known as Fox<br />

Maule before 1852, as The Lord Panmure between 1852 <strong>and</strong> 1860 <strong>and</strong> as The Earl <strong>of</strong> Dalhousie after<br />

1860, was a British politician.<br />

Fox Maule was the eldest son <strong>of</strong> the 1st Baron Panmure (1771–1852), <strong>and</strong> a gr<strong>and</strong>son <strong>of</strong> the 8th Earl <strong>of</strong><br />

Dalhousie. Christened Fox as a compliment to Charles James Fox, the great Whig, he served for a term in<br />

the Army, <strong>and</strong> then in 1835 entered the House <strong>of</strong> Commons as member for Perthshire.<br />

In the <strong>of</strong> ministry <strong>of</strong> Lord Melbourne (1835–1841), Maule was Under-Secretary <strong>of</strong> State for the Home<br />

Department, <strong>and</strong> under Lord John Russell he was Secretary at War from July 1846 to January 1852, when<br />

for two or three weeks he was President <strong>of</strong> the Board <strong>of</strong> Control. In April 1852 he succeeded his father as<br />

2nd Baron Panmure, <strong>and</strong> early in 1855 he joined Lord Palmerston's cabinet, filling the new <strong>of</strong>fice <strong>of</strong> Secretary <strong>of</strong> State for War. Lord<br />

Panmure held this <strong>of</strong>fice until February 1858, being at the War Office during the concluding period <strong>of</strong> the Crimean War <strong>and</strong> having to<br />

meet a good deal <strong>of</strong> criticism, some <strong>of</strong> which was justified <strong>and</strong> some <strong>of</strong> which was not. He was Keeper <strong>of</strong> the Privy Seal <strong>of</strong> <strong>Scotl<strong>and</strong></strong><br />

from 1853 until his death.<br />

Always interested in church matters, Dalhousie was a prominent supporter <strong>of</strong> the Free Church <strong>of</strong> <strong>Scotl<strong>and</strong></strong> after the it split from the<br />

Church <strong>of</strong> <strong>Scotl<strong>and</strong></strong> in the disruption <strong>of</strong> 1843.<br />

In December 1860 he succeeded his kinsman, the 1st Marquess <strong>of</strong> Dalhousie, as 11th Earl <strong>of</strong> Dalhousie, <strong>and</strong> shortly afterwards<br />

changed his surname to "Maule-Ramsay" (his father had changed his surname to "Maule" from the family's patronymic "Ramsay"<br />

before being created Baron Panmure). He died childless on 6 July 1874. On his death the Barony <strong>of</strong> Panmure became extinct, but<br />

the Earldom <strong>of</strong> Dalhousie (<strong>and</strong> its subsidiary titles) passed to his cousin, George Ramsay (1806–1880), an Admiral who, in 1875,<br />

was created a Peer <strong>of</strong> the United Kingdom as Baron Ramsay.<br />

Fox was born at Brechin Castle, the eldest son <strong>of</strong> William, Baron Panmure. He was baptised 30th. May 1801 at Lochlee in Angus.<br />

He was educated at Charterhouse. A Captain in the 79th. Highl<strong>and</strong>ers 1819-31. Fox was M.P. for Perthshire 1835-1837, for Elgin<br />

1838, for Perth 1841-1852. Under secretary at the Home Department from 18/04/1835-15/06/1841. Vice-President Board <strong>of</strong> Trade<br />

<strong>and</strong> Privy Councillor 28/06/1841-03/09/1841. Secretary at War 06/07/1846. Lord Lieutenant <strong>of</strong> Forfar 1849. President Board <strong>of</strong><br />

Control 05/02/1852. Secretary at War 1855-58.<br />

He became 2nd. Lord Panmure in 1852 on the death <strong>of</strong> his father, was made Knight <strong>of</strong> Scottish Order <strong>of</strong> the Thistle 28/10/1853 <strong>and</strong><br />

Knight <strong>Gr<strong>and</strong></strong> Cross <strong>of</strong> the Bath 29/10/1855. Succeeded his cousin James Andrew Ramsay as 11th. Earl <strong>of</strong> Dalhousie <strong>and</strong> Baron<br />

Ramsay 19/12/1860. In 1861 he assumed the name <strong>of</strong> Maule Ramsay. Fox erected the Maule monument on Rowan Hill at Tarfside<br />

in 1866. He was also a Governor <strong>of</strong> Charterhouse, Keeper <strong>of</strong> the Privy Seal <strong>of</strong> <strong>Scotl<strong>and</strong></strong> <strong>and</strong> 1867-1870 <strong>Gr<strong>and</strong></strong> Master <strong>of</strong><br />

Freemasons.<br />
