SMAQMD: Sacramento Metropolitan Air Quality Management District, the agency responsible
for state-required air quality planning in Sacramento County. SMAQMD and SACOG are jointly
responsible for federally required air quality planning.
SRTD: Sacramento Regional Transit District, the agency that operates Sacramento=s public
transit system, including bus and light rail service. RT is the largest transit operator in the
SACOG region, and the largest in California north of the San Francisco Bay Area.
SRTP: Short Range Transit Plan, a five-year plan required periodically from public transit
operators that receive federal funds.
STA: Sacramento Transportation Authority, the locally designated congestion management
agency for Sacramento County, and the agency that oversees the spending of Sacramento
County=s Measure A sales tax money for transportation projects.
STA Funds: State Transit Assistance Funds, funding for public transit service allocated under the
Transportation Development Act (see TDA). STA funds are derived from the state tax on
gasoline. SACOG is responsible for distributing the region=s apportionment of STA funds to our
member jurisdictions and public transit operators.
State Cash: This term refers to funds that do not include any federal or local funds. This
terminology is used by Caltrans to distinguish these funds from the State Highway Account
which is often a mix of federal and state dollars. State cash is used as a source of matching funds
for the federal dollars used in the State Transportation Improvement Program (STIP).
STIP: State Transportation improvement Program, a list of all the transportation projects which
the California Transportation Commission has approved for state funding, chosen from regional
transportation improvement programs from around the state.
STP: Surface Transportation Program, a funding program under ISTEA that provides federal
money for capital improvements to surface transportation systems.
STP-Rail: See 130 RAIL above.
TCI: Transit Capital improvement Program, a state grant program which provides funds to
public transit operators for fixed-guideway transit systems, such as light rail.
TCM: Transportation Control Measure, a measure aimed at reducing vehicular use and thereby
improving air quality. State law requires countywide air quality plans that must include a list of
such measures. These plans, including TCMs, are developed by air pollution control districts or
air quality management districts.
TDA: Transportation Development Act, state legislation which provides two major sources of
funding for public transit service, the Local Transportation Fund (LTF) and State Transit
Assistance Fund (STA Funds). SACOO administers these funds for our member jurisdictions
