disadvantages are outweighed by the merits:<br />

1. The projects are now searchable in the <strong>MTIP</strong> database by Caltrans and local<br />

agencies.<br />

2. The database can now track project history and report previous and revised<br />

versions when doing amendments, consistent with best practices.<br />

3. Hand entering the projects facilitates SACOG catching any possible typographical<br />

errors made by Caltrans.<br />

4. The project list gets formatted consistent with other <strong>MTIP</strong> projects, which<br />

facilitates better public review.<br />

5. Inclusion in the database facilitates the programming of other sources of federal<br />

funds to the project<br />

To address Caltrans concerns, SACOG will make every effort to enter HBP updates<br />

quickly and check for data entry errors. Furthermore, SACOG will make sure the HBP<br />

grouped projects appear in a separate grouped listing, apart from other bridge<br />

rehabilitation/replacement projects.<br />

Comments from Federal Transit Administration<br />

SACOG received an oral comment from the Federal Transit Administration (FTA).<br />

The FTA comment is on the South Sacramento Light Rail – Phase 2 project (SSLR),<br />

REG15053, and focuses on three issues:<br />

1. Completion year in the <strong>MTIP</strong> listing,<br />

2. Total cost in the <strong>MTIP</strong> listing, and<br />

3. Reasonably available funds identified for the project.<br />

As a regionally significant project, staff efforts have focused on coordination with FTA<br />

and Sacramento Regional Transit District (SRTD) to address the questions raised and to<br />

identify strategies to keep the SSLR in the <strong>MTIP</strong> and avoid the need for a new air quality<br />

conformity analysis that could lead to a regional air quality conformity lapse in<br />

December. SACOG staff has had several discussions with the Sacramento Regional<br />

Transit District (SRTD) and FTA staff, including a September 1 conference call with<br />

both Regional and Washington D.C. staff to develop a response to FTA’s stated concerns.<br />

The project description and cost has been updated to reflect the current project cost of<br />

$270 million, and it provides additional language that responds to FTA’s comments and<br />

the discussion in the September 1 conference call. Staff has provided the updated project<br />

listing to FTA and has received no further comment.<br />
