Item 1<br />

Federal regulations require that SACOG list the Rancho Cordova Parkway Interchange in<br />

the <strong>MTIP</strong> because the project meets the federal definition of regionally significant, is<br />

planned in the Metropolitan Transportation Plan (MTP), and may require a federal action<br />

(23 CFR 450.216 (h)).<br />

For reference, the Rancho Cordova Parkway Interchange, SAC24220, is located on page<br />

74 of Appendix 3 of the Draft <strong>2011</strong>/<strong>14</strong> <strong>MTIP</strong>. As part of the new <strong>MTIP</strong>, Rancho<br />

Cordova revised the project to change the cost of the phases and to delay the completion<br />

year from 20<strong>14</strong> to 2017. The <strong>MTIP</strong> shows local funds programmed for preliminary<br />

engineering in <strong>2011</strong> and some right-of-way work in 20<strong>14</strong>. The rest of the right-of-way<br />

and construction funds are outside the four years of the <strong>MTIP</strong>. The total cost is estimated<br />

at $128 million.<br />

SACOG staff understands that the City of Rancho Cordova did not pursue the Citrus<br />

Road location for a new (south only) interchange due to inadequate interchange spacing<br />

requirements. The spacing along highway 50 between Sunrise Boulevard and the Citrus<br />

Road under-crossing is about 1/3 rd of a mile. The minimum Caltrans interchange spacing<br />

requirement for urban areas is 1.5km or slightly less than one mile (0.93miles).<br />

SACOG understands that the City of Rancho Cordova plans to release the draft<br />

environmental document for public review and comment by year end. They have been<br />

meeting with a Citizens Advisory Committee from the Gold River area and will have<br />

additional public outreach as part of the environmental process.<br />

Item 2<br />

Citrus Road is a local road owned by both the City of Rancho Cordova and the County of<br />

Sacramento. Citrus Road is not in the <strong>MTIP</strong>, nor is it subject to this action for any<br />

recommended changes. For background reference, Citrus Road appears to be a former<br />

rail spur and former vehicle undercrossing of U.S. 50, parallel to Sunrise Boulevard. It is<br />

currently open to bicycles and pedestrians and is closed to vehicular traffic. SACOG<br />

staff toured the facility on September 1, 2010.<br />

The MTP and planning documents from both jurisdictions identify this under-crossing of<br />

Highway 50 as a bicycle facility and a future transit corridor. The corridor has the<br />

potential to be a connection between the Sunrise Light Rail Station and Fair Oaks<br />

Boulevard north of the American River for travelers who opt for alternative modes to<br />

avoid congestion on Sunrise Boulevard.<br />
