Organization <strong>of</strong> work<br />

A piloted spacecraft for flights to the planets is, <strong>of</strong>course,<br />

unique in its complexity. <strong>The</strong> ERE for such a craft will be a<br />

powerful installation on a high engineering level. Insuring its<br />

reliability is the greatest problem, not only scientific <strong>and</strong><br />

technical but also organizational.<br />

After receiving the technical task (TT) <strong>and</strong> establishing time<br />

periods for development, it is necessary to plan all the work.<br />

One <strong>of</strong> the well-known progressive methods <strong>of</strong> organizational guidance<br />

in the creation <strong>of</strong> complex systems is the method <strong>of</strong> network<br />

planning <strong>and</strong> administration (NTA). <strong>The</strong> main value <strong>of</strong> this method<br />

lies in the fact that it allows us to distinguish the optimal<br />

version <strong>of</strong> planning <strong>and</strong> administration in all stages.<br />

To illustrate this method we shall graph the creation <strong>of</strong> a<br />

hypothetical ERE for a piloted shacecraft. We assume that work<br />

is carried out in five stages <strong>and</strong> ten phases; for each phase one<br />

year is set aside. <strong>The</strong> stages <strong>and</strong> phases are illustrated on the<br />

graph (Fig. 1.9).<br />
