Dear Mayor and <strong>City</strong> Council:<br />

The <strong>2013</strong>-20<strong>14</strong> fiscal budget for the <strong>City</strong> <strong>of</strong> <strong>St</strong>. <strong>George</strong> is respectfully submitted for<br />

your consideration. This budget is prepared with the cautious optimism that our<br />

economy will continue to improve in <strong>2013</strong>-20<strong>14</strong>. The completion <strong>of</strong> the Family<br />

Dollar Distribution Center and the hiring <strong>of</strong> new employees will help that economic<br />

recovery. The budget is balanced in accordance with prudent budgetary philosophy<br />

and in conformance with Utah <strong>St</strong>ate law. The budget, while conservative, contains<br />

many major projects.<br />

2012-<strong>2013</strong> saw continued growth at our new airport and the announcement <strong>of</strong> air<br />

service to Denver, as well as weekly charters using this incredible facility. Other<br />

projects completed include: (1) completion <strong>of</strong> the Dixie Drive Interchange in<br />

partnership with the Utah Department <strong>of</strong><br />

Transportation; (2) completion <strong>of</strong> Red Hills<br />

Parkway and associated trails and medians;<br />

(3) completion <strong>of</strong> the Dixie Drive and Riverside<br />

Drive widening project providing additional<br />

east west traffic capacity; (4) completion <strong>of</strong><br />

the Mathis Bridge widening project; (5)<br />

completion <strong>of</strong> improvements to our flood<br />

control and trail system along the Santa Clara<br />

and Virgin Rivers, with only a couple <strong>of</strong><br />

projects remaining to be completed; (6)<br />

completion <strong>of</strong> a new road adjacent to the Dixie<br />

Center connecting Riverside Drive to the new<br />

Dixie Drive Interchange; (7) completion <strong>of</strong> a<br />

major storm drain to the Virgin River; (8)<br />

completion <strong>of</strong> a pickleball facility which has<br />

been recognized on a <strong>St</strong>ate level for its state<strong>of</strong>-the-art<br />

design and unique public/private partnership; (9) completion <strong>of</strong><br />

upgrades, new landscaping and parking at the Tonaquint Park; (10) completion <strong>of</strong><br />

improvements on <strong>14</strong>50 South to 3000 East; (11) design is complete for<br />

improvements on 3000 East; (12) flood protection improvements to the Gap Wash<br />

will be completed by July 1; (13) reorganization <strong>of</strong> the Parks Division was<br />

completed to better facilitate the maintenance <strong>of</strong> our ever-increasing parks and trail<br />

system; (<strong>14</strong>) completion <strong>of</strong> a new s<strong>of</strong>tware program in Finance for payroll and plans<br />

to have a new program to present our utility bills through email, as well as payroll
