Overview <strong>of</strong> <strong>MAPP</strong> Process in San Antonio <strong>and</strong><br />
Bexar <strong>County</strong><br />
San Antonio was selected as a demonstration site for the <strong>MAPP</strong> process in April <strong>of</strong><br />
2001. <strong>The</strong> San Antonio Metropolitan Health District (SAMHD) agreed to serve as<br />
facilitator <strong>of</strong> the process. In 2001, SAMHD <strong>and</strong> several public health partners agreed to<br />
target the <strong>MAPP</strong> process to the entire county. SAMHD dedicated a portion <strong>of</strong> time<br />
from three staff positions to carry out the responsibilities within <strong>MAPP</strong> from April<br />
2001 to December 2002. In December 2002, SAMHD secured funding for a full time<br />
special project manager to take on <strong>MAPP</strong>.<br />
Background <strong>of</strong> the San Antonio Metropolitan<br />
Health District<br />
SAMHD is the single public health agency charged by state law, city code <strong>and</strong> county<br />
resolution with the responsibility for public health programs in San Antonio <strong>and</strong><br />
unincorporated areas <strong>of</strong> Bexar <strong>County</strong>. Although the health district is a city/county<br />
organization, administrative control is under the <strong>City</strong> <strong>of</strong> San Antonio <strong>and</strong> the district<br />
operates as a city department. <strong>The</strong> health district employees approximately 700<br />
positions, <strong>and</strong> operates an annual budget <strong>of</strong> approximately $39,500,000. SAMHD<br />
provides a wide variety <strong>of</strong> services including: preventive health services, health code<br />
enforcement, clinical services, environmental monitoring, animal care, disease control,<br />
health education, dental health, <strong>and</strong> maintenance <strong>of</strong> birth <strong>and</strong> death certificates.<br />
Phase 1: Organize for Success <strong>and</strong> Partner<br />
Development<br />
On April 9-10, 2001 representatives from NACCHO <strong>and</strong> the Centers for Disease<br />
Control <strong>and</strong> Prevention (CDC) made a site visit to San Antonio to <strong>of</strong>fer suggestions<br />
for getting the project underway <strong>and</strong> to meet some <strong>of</strong> the community leaders that<br />
would participate. Representatives from the following agencies were able to meet with<br />
the site visit team <strong>and</strong> would eventually become part <strong>of</strong> the <strong>MAPP</strong> Core Planning Team.<br />
