Step 7 — Focus the evaluation design<br />

This step involves developing the evaluation framework. <strong>The</strong> evaluation team should<br />

select: the questions that the evaluation will answer; the process for answering these<br />

questions; the methodology to be used in collecting answers; a plan for carrying out the<br />

evaluation activities; <strong>and</strong> a strategy for reporting the results <strong>of</strong> the evaluation. Common<br />

questions include:<br />

• How well was the activity performed?<br />

• How effective was the activity?<br />

• How well did the activity meet our stated goals?<br />

• What could be changed to improve the activity next time?<br />

Step 8 — Gather credible evidence <strong>and</strong> justify conclusions<br />

Participants should collect data to answer the evaluation questions developed during the<br />

previous step. Once credible data are gathered, participants then should decide what<br />

the data indicate. Did the activity do what it set out to do? How effective was it?<br />

Recommendations <strong>and</strong> implications <strong>of</strong> the evaluation need to be based on an analysis<br />

<strong>of</strong> the data gathered, not just the team’s opinions or feelings about how the activity was<br />

implemented.<br />
