2.02-4 Airspace Activity<br />

Airspace activity in the <strong>Potsdam</strong> Terminal Area includes general aviation and military<br />

activity.<br />

GENERAL AVIATION ACTIVITY<br />

According to disc<strong>us</strong>sions with the <strong>Potsdam</strong> <strong>Vi</strong>llage Administrator, general aviation<br />

accounts for approximately 99 percent of the total annual operations at the Airport.<br />

General aviation activity comprises everything from charter flights to b<strong>us</strong>iness<br />

aviation to flight training. Although most general aviation aircraft are equipped with<br />

equipment to fly IFR, and ma<strong>ny</strong> general aviation pilots are trained to fly IFR, a high<br />

percentage of general aviation flight activity operates under VFR. VFR traffic is not<br />

generally controlled by an air traffic control facility, meaning the pilot is responsible<br />

for maintaining adequate separation from other traffic and terrain. VFR traffic<br />

generally <strong>us</strong>es prominent land features for navigation, especially in uncontrolled<br />

airspace. Ingress and egress routes with easily distinguishable land features around<br />

the Airport include New York State 11B running east and west, the <strong>Vi</strong>llage of<br />

<strong>Potsdam</strong> to the west, and New York State Route 11 running northeast from the<br />

<strong>Vi</strong>llage of <strong>Potsdam</strong>.<br />

MILITARY ACTIVITY<br />

The <strong>Potsdam</strong> <strong>Vi</strong>llage Administrator also noted that military activity at <strong>Potsdam</strong><br />

Municipal Airport accounts for approximately one percent of the total annual<br />

operations at the Airport. The military operations are vario<strong>us</strong> touch-and-go and<br />

training operations. The nearest military base is Fort Drum, which is approximately<br />

60 miles southwest of the Airport. Fort Drum Blackhawk helicopters average<br />

approximately two training operations per month at <strong>Potsdam</strong>.<br />

2.03 Historical Aviation Activity<br />

The following sections provide baseline information that will be <strong>us</strong>ed later in this<br />

study in the preparation of aviation activity forecasts and identification of facility<br />

requirements for the 20-year planning period (through 2029) for the Airport.<br />

2.03-1 Annual Operations<br />

Table 2-7 shows a detailed breakdown of annual operations for the years 2005<br />

through 2008 at <strong>Potsdam</strong> Municipal Airport, as reported by the FAA Terminal Area<br />

Forecast (TAF).<br />
