3.02 Forecasts of Annual Instrument Approaches
A necessary task in assessing the need for new or improved landing aids is a forecast
of the levels of instrument approaches at the Airport. An instrument approach can be
defined as a series of predetermined maneuvers for the orderly transfer of an aircraft
under instrument flight conditions (i.e., poor weather) from the beginning of the
initial approach to a landing or to a point from which a landing may be made visually.
At most general aviation airports, instrument operations will comprise two to five
percent of the total operations. Given the existence of poor winter weather conditions
and two instrument approach procedures at the Airport, it is projected that instrument
approaches for the future will be five percent of the total annual operations, as
presented in Table 3-10.
