Information obtained from the Airport indicates that the number of military<br />
operations totaled approximately 24 in 2008. These military activities consist<br />
primarily of touch-and-goes and other training exercises by Blackhawk helicopters<br />
operating under the National Guard. It is projected that these activities will yield<br />
approximately the same number of annual operations for the forecast period.<br />
3.01-5 Peak Period Activity Forecasts<br />
Since ma<strong>ny</strong> of the Airport’s facility needs are related to the levels of activity during<br />
peak periods, forecasts were developed for peak month and peak hour operations. The<br />
peak period general aviation operations for 2008 at <strong>Potsdam</strong> Municipal Airport were<br />
calculated <strong>us</strong>ing the following methodology:<br />
• Peak Month Operations: This level of activity is defined as the calendar<br />
month when peak aircraft operations occur. Peak month percentages at the<br />
Airport are typically 35 percent b<strong>us</strong>ier than an average month of the year.<br />
Peak Month Operations = (Annual Operations/12) x 1.35<br />
• Design Day Operations: This level of operations is defined as the average day<br />
within the peak month.<br />
Design Day Operations = Peak Month Operations/30<br />
• Design Hour Operations: This level of activity is defined as the peak hour<br />
within the design day. Typically these operations will range between 10 and<br />
15 percent of the design day operations. The lower the annual number of<br />
operations, the higher the design hour percentage of the design day.<br />
Considering our operational forecasts, a figure of 15 percent was <strong>us</strong>ed to<br />
estimate design hour operations.<br />
