2.04-8 Coastal Zone Management Program and Coastal<br />
Barriers<br />
<strong>Potsdam</strong> Municipal Airport is not located within or adjacent to New York State’s<br />
coastal zone. A<strong>ny</strong> proposed action and reasonable alternatives will not adversely<br />
impact the coastal zone natural resources protected by the National Oceanic and<br />
Atmospheric Administration regulations under 15 CFR Part 930.<br />
2.04-9 Wild and Scenic Rivers<br />
There are no listed Wild, Scenic, or Recreational Rivers in the vicinity of the Airport,<br />
or surrounding area. Therefore, no future impacts associated with this category are<br />
anticipated.<br />
2.04-10 Farmland<br />
The Farmland Protection Policy Act (Public Law 97-98) directs federal agencies to<br />
<strong>us</strong>e criteria developed by the U.S. Department of Agriculture to identify and analyze<br />
impacts related to the conversion of farmland to nonagricultural <strong>us</strong>es. The Airport is<br />
in the vicinity of identified Agricultural Districts. These districts are located in all<br />
directions surrounding the Airport, but none are on airport property. Since the Airport<br />
is not located directly in an Agricultural District, a<strong>ny</strong> proposed action and reasonable<br />
alternatives will not require acquisition of land presently <strong>us</strong>ed for farming. If<br />
development is required within farmlands, the necessary steps will be taken to<br />
identify and analyze a<strong>ny</strong> impacts associated with such development.<br />
2.04-11 Energy Supply and Natural Resources<br />
FAA guidance sets forth protocols for analyzing changes in demand for energy<br />
supplies associated with:<br />
• Major changes in stationary facilities that may make for large demands on<br />
local existing or planned utilities<br />
• The <strong>us</strong>e of scarce or un<strong>us</strong>ual materials to construct proposed facilities<br />
• Significant changes to existing aircraft fuel <strong>us</strong>e<br />
Correspondence from the NYSDEC notes that “natural resources and energy supply<br />
is not a significant issue at the <strong>Potsdam</strong> Airport.”<br />
