3.03 Fuel Flowage<br />

Fuel flowage refers to the number of gallons of aviation fuel sold at the Airport. The<br />

forecast of fuel flowage is provided to allow projections of future airport revenues.<br />

Typically, airport sponsors receive income in the form of fuel flowage fees. The<br />

amount varies, but <strong>us</strong>ually a fee of a few cents per gallon pumped is collected by<br />

sponsors. The specific amount is <strong>us</strong>ually stated in leases between airport sponsors and<br />

fixed base operators.<br />

The forecasts for fuel flowage are based upon a rate of 4.89 gallons per takeoff as<br />

determined by historical data. The Airport sold 14,968 gallons of Avgas fuel in 2008,<br />

which accounts for 100 percent of the fuel sales. Table 3-11 provides a summary of<br />

fuel flowage requirements through the 20-year planning period.<br />

3.04 Demand Forecast Summary<br />

The <strong>Potsdam</strong> Municipal Airport 20-year forecast for aviation activity conservatively<br />

projects steady growth over the period for general aviation activity. A summary of<br />

forecast demand at the Airport is presented in Table 3-12. Demand elements from<br />

these forecasts will be <strong>us</strong>ed in Chapter 4 to help in the development of facility<br />

requirements.<br />
