An aircraft operation is a measure of activity that is defined as either a takeoff or a<br />
landing. A takeoff and a landing are two operations. The annual general aviation<br />
operations forecast was derived for both local and itinerant operations through the <strong>us</strong>e<br />
of an Operations - Per - Based - Aircraft (OPBA) ratio. In order to develop a<br />
preferred OPBA method, several ratios were analyzed to find the best fit for the<br />
<strong>Potsdam</strong> Municipal Airport. These methods are summarized as follows:<br />
• Method 1: New York NPIAS GA Airports (772 OPBA)<br />
• Method 2: FAA Order 5090.3C (250 OPBA)<br />
• Method 3: One-third point between Method 1 and 2 ratios (340 OPBA)<br />
The third method is the preferred forecast as the Airport is located within a state that<br />
averages an OPBA higher than that suggested in FAA Order 5090.3C. In addition, a<br />
review of the aircraft logs provided by www.FlightAware.com and the FAA TAF<br />
indicates that existing operations levels are likely closer to the operational levels<br />
achieved utilizing the third method. This forecast provides a conservative projection<br />
of the Airport’s operations while allowing the sponsor to plan for steady growth over<br />
the planning period. Historically, the Airport has experienced a local/itinerant split of<br />
approximately 60 percent local and 40 percent itinerant operations. This split was<br />
<strong>us</strong>ed in conjunction with the preferred forecast to determine the operations forecast<br />
shown in Table 3-8.<br />
