<strong>Potsdam</strong> Municipal Airport - Master Plan – Phase 1 Report<br />
In the evaluation of development alternatives, an assessment will be made as to the<br />
potential impact on these categories. The evaluation of alternatives is based on a<br />
number of factors. Environmental considerations are weighed as completely and<br />
fairly as non-environmental considerations. The objective in developing the Airport<br />
Layout Plan is to enhance environmental quality or minimize environmental impacts<br />
while fulfilling the FAA's principal mission to provide for the safety of aircraft<br />
operations.<br />
Compliance under NEPA requires potential impacts to be mitigated regardless of<br />
level of significance. Additionally, should threshold values, as specified in FAA<br />
Order 5050.4B, National Environmental Policy Act (NEPA) Implementing<br />
Instructions for Airport Actions, regarding airport-related development be exceeded,<br />
then cumulative effects should be addressed more substantially within the appropriate<br />
NEPA document.<br />
2.05 Airport Key Issues<br />
At the start of the master plan study, <strong>Vi</strong>llage of <strong>Potsdam</strong> officials, airport<br />
management and staff, and the consultants identified a number of key issues at the<br />
Airport that included both concerns and opportunities. Surveys have been sent to<br />
local b<strong>us</strong>iness representatives and airport <strong>us</strong>ers whose responses provided their<br />
unique perspectives. The survey was conducted in November 2009 and had a 22<br />
percent response rate.<br />
Key issues at the Airport based on survey responses include the need for the<br />
following:<br />
• Additional hangar/aircraft storage facilities<br />
• Aircraft maintenance<br />
• Improved overall maintenance, especially on the New York State Route 11B<br />
side of the Airport<br />
• Removal of trees at the Runway 24 end of the Airport<br />
• Availability of a loaner vehicle for <strong>us</strong>e<br />
• Tie-downs for temporary parking<br />
• Additional/improved promotion of the Airport<br />
