2.04-21 Cumulative Impacts<br />
The Council of Environmental Quality regulations (40 CFR ~§ 4321 et seq.) require<br />
that secondary (or indirect) consequences be included as part of the environmental<br />
review process. There are no secondary or indirect effects by the a<strong>ny</strong> proposed airport<br />
development that are reasonably foreseeable.<br />
As stated in (40 CFR § 1508.7), cumulative impacts are effects “on the environment,<br />
which result from incremental impact of the action when added to other past, present<br />
and reasonably foreseeable future actions.” It states furthermore that, “Cumulative<br />
impacts can result from individually minor but collectively significant actions taking<br />
place over a period of time.” Impact could occur from concurrent construction of<br />
projects in a localized area.<br />
A<strong>ny</strong> proposed development at the Airport will take into account other planned<br />
projects in order to coordinate construction activities and minimize impacts.<br />
2.04-22 Environmental Overview Summary<br />
This section has provided a brief overview of existing environmental conditions at<br />
<strong>Potsdam</strong> Municipal Airport. The inventory indicates that development at the Airport<br />
has the potential to impact the following environmental categories directly or<br />
indirectly:<br />
• Water Quality<br />
• Wetlands<br />
• Fish, Wildlife and Plants<br />
• Hazardo<strong>us</strong> Material and Solid Waste Impacts<br />
• Historical, Architectural, Archaeological, and Cultural Resources<br />
• Construction Impacts<br />
The potential environmental effects by proposed facility improvements are identified<br />
and gauged against the baseline conditions. When and if a threshold of significance as<br />
defined in FAA Order 1050.1E Appendix A has been exceeded, further analysis may<br />
be required in subsequent NEPA documents.<br />
