degree and not less than five years experience or Diploma in civil engineering with not less
than eight years of experience and one site engineers with either B.E. (civil) degree with
minimum 3 years experience or Diploma in civil engineering with five years experience and
other key personnel with adequate experience of Building construction & Electrical works as
required. (Form No.IV on page No.25)
Note 1: Financial turnover and cost of completed works of previous year shall be given, linear
weightage of 10% per year on Rupee value to bring them at 2011-2012 price value.
Note 2: The necessary certificate as mentioned in qualification criteria from Sr. No.(a) to (c) are
required to be obtained from the officer not below the rank of Deputy Executive Engineer /
Divisional Accounts Officer. A copy of these certificate duly attested by a Gazetted Officer
along with availability of equipment’s for this work as mentioned in Sr. No. 1.4.4 shall be put in
Envelope No.1 only. In absence of these certificates Envelope No.2 (Financial Bid) shall not
be opened.
Note 3: Signature of the officer checking / issuing requisite certificate should bear the name of the
concerned officer.
Note 4: Form No. I to VII on Pages No. (22) to (28)
All these statements shall be filled in and signed properly. If these Form are found incomplete,
incorrect, kept blank or wrongly filled, Contractor’s envelope No.2 (financial bid) will not be
opened and his offer will be summarily rejected.
Note 5: The abstract of information in Form V on page (26) (Form showing work done in all classes of
civil engineering construction works during last three years) shall be given in Form VI in the
proforma enclosed on page No. (27)
The abstracted Form (VI on page No. 27) need to be signed by the tenderer or holder of his
power of attorney.

Bidders who meet the minimum qualification criteria will be qualified only if their available bid
capacity is more than the total bid value. The available bid capacity will be calculated as
under :-
Assessed Available Bid Capacity
= [(A x N x 2) -B]
Where ……
A = maximum value of civil engineering works executed in any one year as a prime
contractor during the last three years (updated to 2011-2012) taking into account
the completed works as well as completed value of works in progress.
N = Number of years prescribed for completion of the work for which bids are invited.
B = Value as 2011-2012 price level of existing commitments and ongoing works to be
completed during next 12 months (Period of completion of the work for which the
bids are invited)
