55 Dy. Executive Engineer<br />

If he shall have any doubt as to the meaning of any portion of these general conditions or the<br />

special condition, to the scope of working of the specifications and drawings or any other<br />

matter concerning the contract, he shall in good time, before submitting his tender, set forth<br />

the particulars thereof and submit them to the Engineer in writing in order that such doubts<br />

may be clarified authoritatively before tendering. Once a tender is submitted, the matter will<br />

be decided in accordance with tender conditions in the absence of such authentic preclarification.<br />

6.2 ERROR, OMISSIONS AND DISCREPANCIES :<br />

(A) In case of errors, omissions and /or disagreement between written and scaled dimensions in<br />

the drawing or between the drawings and specifications etc. The following order of preference<br />

shall apply.<br />

(III)<br />

Between actual scaled and written dimensions or descriptions on a drawing, the latter<br />

shall be adopted.<br />

Between the written or shown description of dimensions in the drawing and<br />

corresponding one in the specifications, the latter shall apply.<br />

Between the quantities shown in schedule of quantities and those arrived at from the<br />

drawings, the latter shall be preferred.<br />

(B)<br />

In all cases of omission and / or doubts of discrepancies in the dimensions or description of<br />

any item or specifications, a reference shall be made to the Engineer, whose elucidation,<br />

elaboration or decision shall be considered as authentic. The contractor shall be held<br />

responsible for any errors that may occur in the work through lack of such reference and<br />

precaution.<br />

6.3 WORKING METHODS AND PROGRESS SCHEDULES :<br />

(a) The Contractor shall submit within the time stipulated by the Engineer-in-charge in writing the<br />

details of actual methods that would be adopted by the Contractor for the execution of any<br />

item as required by Engineer at each of the location, supported by necessary detailed<br />

drawing and sketches including those of the plant and machinery that would be used, their<br />

locations, arrangement for conveying and handling materials etc. and obtain prior approval of<br />

the Engineer-in-charge well in advance of starting of such item of work. The Engineer-incharge<br />

reserves the right to suggest modifications or make corrections in the method<br />

proposed by the contractor, whether accepted previously or not, at any stage of the work to<br />

obtain the desired accuracy, quality and progress which shall be binding on the contractor. <strong>No</strong><br />

claim on account of such change in method of execution will be entertained by Government<br />

so long as specifications of the item remain unaltered. The full responsibility for the safety and<br />

adequacy of the methods adopted by the contractor shall however, rest on the contractor,<br />

irrespective of any approved given by the Engineer. In case of slippage from the approved<br />

work programme at any stage, the contractor shall furnish revised programme to make up the<br />

slippage within the stipulated time schedule and obtain the approved of the Engineer to the<br />

revised programme.<br />

PROGRESS SCHEDULE<br />

(b) The Contractor shall furnish within the period stipulated in writing by the Engineer-in-charge of<br />

the order to start the work, progress schedule using PERT/CPM technique in quadruplicate<br />

indicating the date of actual start, the monthly progress expected to be achieved and<br />

anticipated completion date of each major item of work to be done by him, also indicating and<br />

setting up materials, plants and machinery. The schedule is to be such as is practicable of<br />

achievement towards the completion of the whole work in the time limit and of the particular<br />

items, if any on the due date specified in the contract and shall have the approval of the<br />

Engineer-in-charge. <strong>No</strong> revised schedule shall be operative without such acceptance in<br />

writing. The Engineer is further empowered to ask for more detailed schedule or schedules in<br />

weekly form, for any item or items, in any case of urgency of work as will be directed by him<br />

and the contractor shall supply the same as and when asked for.<br />
