One of the most important achievements in Djibouti is the integration of the small<br />

Environment Unit at the Prime Ministry with the Ministry of Planning. This is a genuine<br />

commitment from the Government and the result of <strong>UN</strong>DP’s continuous advocacy.The<br />

challenge for <strong>UN</strong>DP is to work with the Government to provide the required policy<br />

advice and institutional strengthening required to support an integrated approach to<br />

tackling environmental issues at the national and local levels. 3<br />

<strong>UN</strong>DP is implementing a National Capacity Self Assessment project that aims to undertake in-depth and participatory self-assessment<br />

and analysis of Djibouti’s needs in terms of national capacity building and of the priorities and constraints to achieve global environmental<br />

objectives declared in the Rio convention and in other international agreements.<br />

GEF is funding sustainable land management activities which focus on mobilizing stakeholders to achieve the sustainable land management<br />

goals of the country.<br />

With MLF funding, <strong>UN</strong>DP is supporting Djibouti to meet its obligations under the Montreal Protocol with assistance targeted at the<br />

refrigeration sector, particularly focused on the establishment of a recovery and recycling scheme as part of the refrigeration management<br />

plan. The initiative is accompanied by a monitoring system that ensures quality of implementation through strengthened cooperation<br />

between the Ministries of Industry and Finance, the Chamber of Industry and Commerce, the Customs Directory and the training<br />

centers. Djibouti also participates in a regional methyl bromide phase-out project being implemented by <strong>UN</strong>DP for low volume consumers<br />

in Africa. This project provides policy strengthening assistance that aims to prevent the future introduction of MB use in the<br />

country.<br />
