A capacity assessment, conducted by <strong>UN</strong>DP, funded by the GEF has identified options for environment-related capacity building,<br />

strategies and action plans for Libya. “There are many practical and cost effective measures we can implement. These measures<br />

can reduce the strain over our scarce water resources. Sound water management, besides, is the key to sustainable human development<br />

and to poverty eradication. The <strong>UN</strong> has been promoting water-related strategies aimed at bringing together countries<br />

worldwide to meet the MDGs, especially in the aspects related to water and sanitation.”<br />

PORTFOLIO<br />

Cooperation between <strong>UN</strong>DP, the Libyan Meteorological Department (LMD), the World Meteorological Organization (WMO), and the<br />

French national meteorological organization, Météo-France International, has resulted in the upgrading of meteorology services in<br />

Libya. This innovative partnership arrangement, funded by the Libyan government, began in 2000 and covers the capacity building in<br />

the LMD, the upgrading of technical capabilities in the department as well as the procurement and installation of new equipment.<br />

<strong>UN</strong>DP is working to use technology to promote best agriculture practices to dampen effects on scarce water supplies. FAO and <strong>UN</strong>DP are<br />

providing assistance with an agro-environmental database to facilitate better natural resources monitoring and management. Technical<br />

assistance is also being provided to the Secretariat of Agriculture for emergency response measures.<br />

<strong>UN</strong>DP is meeting Libya’s needs to comply with Montreal Protocol targets through development and implementation of a portfolio of<br />

nine projects in the foams sector. The programme provides assistance through technology transfer, technical assistance, training and<br />

trials, as well as supplying equipment to the manufacturing sub-sector.<br />
