<strong>UN</strong>DP Croatia supports the national, county and local government institutions and agencies in fostering cooperation and a better<br />

understanding of the country context in order to make informed choices among environmental policy options. The aim is to<br />

ensure that natural resources are used in a sustainable manner, and to comply with international obligations and agreements.<br />

The challenges in Croatia are mostly being addressed through the GEF. In addition, <strong>UN</strong>DP Croatia aims to mobilise supplementary<br />

resources in order to better address the complexity of environmental issues such as municipal waste management, effective<br />

management and conservation of nature protected areas, thereby contributing to MDG 7 for environmental sustainability.<br />

<strong>UN</strong>DP is working to develop the capacities needed to answer the challnges of the environmental requirements related to EU accession,<br />

including the preparation of the National Sustainable Development Strategy. This is done through The Capacity Building of the<br />

Environment Division project. <strong>UN</strong>DP, through The Capacity Building of the Croatian Bank for Reconstruction and Development project,<br />

is also working to create the environmental competencies within the Bank and to integrate the environment and sustainability considerations<br />

into all banking practices. This assists in developing new financial instruments for “green” financing.<br />

Croatia is one of the participating countries in the GEF-funded Danube-region project, aiming to set up the institutional and legal instruments<br />

to assure nutrient reduction and sustainable water management, and also to support the implementation of the EU water framework<br />

directive.<br />

GEF provides assistance in the preparation of the First National Communications Report to <strong>UN</strong>F<strong>CC</strong>C in order to assess national capacities<br />

and needs on Climate Change issues. Efforts include the removal of barriers to energy efficiency implementation and practices, and<br />

the provision of policy-change recommendations. In addition, capacity building initiatives are underway to improve the quality of GHG<br />

Inventories in the countries of the region. Croatia also has a Programme of Capacity Building for the Removal of Barriers to the Cost-<br />

Effective Development and Implementation of Energy Efficiency Standards.<br />

The biodiversity programme goal is to ensure that the development path of the Croatian coast is environmentally friendly with the conservation<br />

of biological diversity firmly mainstreamed into that development path. Pending GEF approval, the activities envisioned will<br />

effectively transform the actions, practices and approaches of private operators in the tourism, agriculture and fisheries sector and in<br />

part by influencing the banking sector, thereby mainstreaming biodiversity conservation into these sectors’ practices.<br />
