Presently Serbia and Montenegro are working with <strong>UN</strong>DP to set up environmental programs<br />

and policies while international partnerships are beginning to formulate.<br />

Recently, together with a support from Sweden, a dialogue was facilitated between a<br />

variety of partners and in particular the Minister of Science and Environment and the<br />

Office of the Deputy Prime Minister in Serbia in order to activate work on developing a<br />

Strategy for Sustainable Development for Serbia, thus ensuring attention at the highest<br />

level and coordination with the EU integration strategy, the PRS and the MDGs.<br />

The Energy and Environment Umbrella Framework supported by <strong>UN</strong>DP promotes good environmental governance. The GEF funded<br />

NCSA project will determine priority needs for capacity development. <strong>UN</strong>DP in partnership with Finland, is establishing a Geographic<br />

Information System that will help in identifying environmental issues in a quantifiable manner. A project funded by GEF, <strong>UN</strong>ESCO, and<br />

<strong>UN</strong>DP aims at strengthening urban planning governance systems. While the Rockefeller Brothers Fund with <strong>UN</strong>DP is assisting in facilitating<br />

sustainable tourism entrepreneurship in Durmitor and prepareing a hydropower plant strategy.<br />

Through the Climate Change Enabling Activity Self Assessment the Government is undertaking a stocktaking exercise in order to<br />

form a basis for the first national communication support. With the publication “Stuck in the Past” on Energy Environment Poverty<br />

linkages in SCG provided socially sensitive energy policy advice with minimal environmental degradation to harmonize energy market<br />

prices with social and ecological endurance. The results facilitated public discussion on these issues including contributing to the<br />

PRSP process in Serbia and Montenegro.<br />
