Cape Verde is conducting a thorough assessment and analysis of the capacity needs and<br />

constraints facing the country, while it works to meet its global environmental management<br />

obligations as set forth in the Rio convention and related international instruments.<br />

<strong>UN</strong>DP is assisting the Government in sustainable environmental management efforts<br />

to reduce environmental degradation that plagues urban and rural areas. Efforts are<br />

also being made to conserve biodiversity through the creation of protected areas. The<br />

creation of jobs and generation of income constitute a major priority for Cape Verde’s<br />

biodiversity projects, as is the conservation of endemic species.<br />

<strong>UN</strong>DP is assisting the Government to integrate environment into poverty-reduction planning. For example, a <strong>UN</strong>DP-supported strategy<br />

in Cape Verde sought to reduce poverty and support the environment by focusing on micro-finance projects and promoting tourism<br />

to the island. In addition, with GEF funding, <strong>UN</strong>DP is supporting the Government to fulfil its commitments to international environmental<br />

conventions. For example, the National Capacity Self-Assessment (NCSA) process conducted a thorough assessment and analysis of<br />

the capacity needs and constraints to meeting global environmental management obligations as set forth in the Rio conventions.<br />

In the area of Climate Change, GEF is funding the formulation of the National Adaptation Programme of Action to support the<br />

Capeverdean government in its sustainable environmental management efforts. The goal is to alleviate the adverse effects of climatic<br />

change on activities related to agriculture production, natural resources and environmental protection. This initiative will continue until<br />

2006.<br />

To fight growing concerns of land desertification, the Environmental Youth Project is a response from <strong>UN</strong>DP, together with the <strong>UN</strong><br />

Convention to Combat Desertification and <strong>UN</strong> Volunteers. The project also addresses concerns of both growing youth unemployment<br />

and the environmental degradation evident in urban and rural areas.The project encourages the participation of young people in local<br />

environmental awareness projects, and employs them in activities to promote sustainable land use and recovery.<br />

<strong>UN</strong>DP is supporting the conservation and sustainable use of biodiversity in Cape Verde. For example, the GEF-funded programme,<br />

Integrated Participatory Ecosystem Management In and Around Protected Areas, seeks to conserve globally significant biodiversity<br />

through the creation of a system of protected areas encompassing six critical ecosystems. The programme aims to halt and reverse<br />

existing degradation of land and water resources within the protected areas and adjacent landscapes.<br />

The support being provided to the refrigeration servicing sector is an important component of <strong>UN</strong>DP’s Energy and Environment assistance<br />

programme for Cape Verde. Through the implementation of this project 18 workshops are benefiting from provision of equipment<br />

and training directed at national service technicians.While it addresses capacity-building needs it also contributes directly to compliance<br />

with the Montreal Protocol commitments.<br />
