Layer. In 1997, India’s Ministry of the Environment and<br />

Forests, with the support of <strong>UN</strong>DP, developed a project involving<br />

eight small and medium-sized enterprises that manufacture rigid polyurethane foam. <strong>UN</strong>DP worked with a local supplier who<br />

developed a chemical formulation that allowed these companies to use ozone-friendly substitute technologies.The project was<br />

successfully completed in 2000, and <strong>UN</strong>DP went on to develop three more similar projects covering another 70 companies.<br />

Through ongoing cooperation with the Ministry, <strong>UN</strong>DP is currently implementing three sector<br />

phase-out plans to completely eliminate the use of chlorofluorocarbons (CFCs) in the foam and<br />

refrigeration manufacturing sectors by 1 January 2007, as well as in the refrigeration servicing<br />

sector by 1 January 2010. In order to achieve these goals, the Montreal Protocol Multilateral<br />

Fund provided US$ 3,609,186 for India’s Refrigeration Manufacturing Phase-out Plan (US$<br />

673,200 of which is managed by <strong>UN</strong>IDO for activities in the refrigeration transport subsector),<br />

US$ 5,424,577 for the Foam Sector Phase-out Plan, and US$ 1,522,260 for the<br />

Refrigeration Servicing Sector Phase-out Plan, which benefits from additional parallel<br />

bilateral Multilateral Fund grants implemented by the Governments of Germany and<br />

Switzerland. These plans will cover technology conversions in all remaining eligible enterprises<br />

through a combination of investment, technical support and management and policy<br />

support activities.<br />

Since these programmes began, India has consistently met its annual phase-out targets. With the<br />

close cooperation of the Ministry of Environment and Forests, the phase-out plans in India are progressing well towards achieving<br />

their target of completely phasing out CFCs in the foam and refrigeration<br />
