and management capacity that will be able to focus on environmental management<br />
and sustainability as a vital instrument for reduction of poverty. Parallel to this, the <strong>UN</strong>DP<br />
Belize programme also targets the national potential for poverty elimination by enabling<br />
government and civil society to improve their capacities for the collection and analysis of<br />
statistical human development related data. The entire <strong>UN</strong>DP-Belize programme is being<br />
driven by the commitment to assist the Government of Belize in meeting the overarching<br />
MDGs by 2015."<br />

<strong>UN</strong>DP is supporting Belize to build its capacities in sustainable development planning, to fulfil its commitments to the three Rio<br />
Conventions on Biodiversity, Climate Change and Desertification. The GEF-funded National Capacity Self-Assessment (NCSA) project to<br />
enable the country to assess and strategically analyse its current national capacity enhancement priorities and needs through a participatory<br />
process.<br />
In terms of Climate Change, <strong>UN</strong>DP is implementing a GEF-funded project to enable Belize to prepare its Second National<br />
Communication, part of its commitments to the <strong>UN</strong> Framework Convention on Climate Change. This is a self-assessment exercise which<br />
involves a full stocktaking and stakeholder consultations, and will enable Belize to prepare and submit a work plan for its National<br />
Communication, building upon existing activities, institutions, and knowledge.<br />
To support the adoption of sustainable land management capacities in Belize, <strong>UN</strong>DP is developing an LDC/SIDS Portfolio project to<br />
address widely-recognised problems of low institutional and human resource capacities, increased poverty, and inadequate capacities<br />
in land management. Funded by the GEF, the project will also enable Belize to strengthen policy, regulatory and economic incentive<br />
frameworks to facilitate wider adoption of sustainable land management practices across sectors.<br />
Building on the development of the National Biodiversity Strategy and Action Plan, <strong>UN</strong>DP is implementing a GEF-funded project to<br />
assess the capacity of the Forestry Department – a major agency involved in biodiversity management – to address country priorities<br />
in biodiversity. Another project, the Toledo Institute for Development and Environment, is highlighted in the Spotlight. Finally, <strong>UN</strong>DP is<br />
implementing a costal zone management project, funded by GEF and the EU, to integrate development planning and marine biodiversity<br />
conservation principles at the Belize barrier reef.<br />
<strong>UN</strong>DP’s chemicals programme for Belize is funded by the GEF and the Multilateral Fund of the Montreal Protocol (MLF). The MLFfinanced<br />
projects are being implemented in cooperation with <strong>UN</strong>EP, and address needs of the refrigeration sector by providing incentives<br />
for the adoption of good maintenance and servicing practices. The GEF-funded initiative is an enabling activity for preparation of<br />
the POPs National Implementation Plan that seeks to strengthen Belize’s sustainable capacity in addressing the management and<br />
accounting of POPs.<br />
